The report also outlInes the proposed senIor center/multlserVIce center proJect to be presented In the applIcatIon for State funds. BACKGROUND The concept of a multi-servlce center to house a range of SOCIal serVIce agenCIes has been dIscussed and researched by conllllunl ty groups and CIty staff SInce 1976. SInce that tIme, varIOUS sear- ches have been undertaken to ldenti fy a sIte or facll i ty that nleets the expressed prIorities of the Council, CIty CommISSIons, communIty groups and socral serVIce agenCIes. IdentIfIcatIon of an acceptable SIte was Impeded by fInanCIal constralnts lmposed by the 1 ncceas Ingly expens 1 ve commercial real es ta te ma rket 1[1 Santa Monlca, by a lack of consensus In the communI ty as to the ~t/f'If-/ AUG 1 :J :~?5 - 1 - ~ \ , (' . . . approprIate locatIon for such a center, and by specIfIc acqUISI- tlon requIrements of the Conmlunl ty Development Block Grant pro- gram WhICh was a prImary source of funds for the proJect. StIll recognIzIng the need for stable and low-cost space for San- ta MonIca's socIal serVIce agencIes yet cognIzant of the many obstacles to ImplementIng a consolIdated proJect, the proposed 1985-86 CIty budget Included the carry-over of prev10usly appro- pr1ated funds for a two component proJect: (1) a senIor center utIlIzIng a yet-to-be determIned amount of these funds to match possIble State SenIor Center Bond act funds and (2) a Plea Nelgh- borhood SerVIces Center utIlIzIng the balance of funds for a faCIlIty to house neIghborhood-based or neIghborhood servIng com- munlty serVIce agencIes. In reVIewIng this proposal durIng budget workIng sessIons, the CIty CouncIl expressed ItS concern that a two component proJect would further serve to Isolate serVIces by neIghborhood, Income and ethnIc groups and outlIned several proJect priorItIes for use of reapproprl a ted funds. CouncIl dIrected staff to propose a proJect that o provIded both sen10r and non-senIor serVIces 1n a con- solIdated faCIlIty o was accessIble to resIdents by publIC transportatIon o met the deadlIne for submIssIon of State SenIor Center Bond Act funds In addItIon, In adoptIng the 1985-86 ConmlUnlty Development Plan, CouncIl deleted reference to a "PIca Neighborhood" serVIces cen- ter to refocus efforts toward a consolIdated proJect. - 2 - - ... DISCUSSION (l) SIte ReVIew Process Because the State SenIor Center Bond Act "Request for Proposals" was not issued untIl late June and gIven the need to present a proposal to the CouncIl by August 13th In order to meet the State deadlIne of September 4th, CIty staff and Involved agencIes have had to work qUIckly to seek out and evaluate feasIble al terna- tlves for eIther a senIor center or a larger multIservIce center WhICh would Include a separate "senIor center" component. SenIor agencI es (WI SE and Sen I or Heal th and Peer Counsell ng Center), wIth the assIstance of Duane NIghtIngale of GTE, the ThIrd Street Developnlent Corporat I on and prIvate real tors, conducted an exten- Slve search for all possible SItes avaIlable for lease or pur- chase. ThIS search resulted In only one SIte (at 1443 4th Street), beyond those prevIously IdentIfIed by staff or other agenCIes. All SItes were evaluated In lIght of fundIng constraInts, State applIcatIon deadlInes and reqUIrements, and CounCIl prIorItIes. Inlportant to thIS analYSIS, was the need to complete very spec! f 1 c steps on a selected sIte In order to apply for State funds. These included completIon of a certIfIed appraIsal of the proposed site prIor to submISSIon of the State applIcatIon, pre- parIng documents necessary to show SI te control or conmll tments to lease/purchase a faCIlIty, and completIon of conceptual plans (Slte, elevatIon and floor plans) upon submISSIon. S 1 tes were also evaluated on the followlng: - 3 - ~ " . . o CQst effectiveness o prOXImIty to publIC transportatIon o prOXImIty to other publIc serVIces o avaIlabIlIty to low Income and ITllnorlty populatIons o parkIng avaIlabilIty for employees and users o compatIbIlIty wIth zonIng reqUIrements o the extent to WhICh the sIte could accommodate the range of senior services requIred to make the State applIcatIon competItIve yet also provIde space to noo- senIor serVIces USIng these crIterIa, opportunItIes for acqUIsItIon and rehabIll- tlon of eXIstIng bUIldings were evaluated IncludIng retaIl space at 1443 4th Street, Smart and FInal warehouse facIlItIes at 21st and PIca, and A&W corporate offIces at 9th and Broadway. OptIons for new constructIon were revIewed IncludIng a JOInt venture wIth St. John's HospItal at 20th and ArIzona, FamIly SerVIce of Santa MonIca property at 1539 EuclId, and ParkIng AuthorIty Lot #22 between Colorado and Broadway. RealI zIng the short amount of tIme ava lIable to deve lop a staff recommendatIon and prepare the necessary documents for CouncIl reVIew and later for submIttal of the State applIcatIon, status updates were gIven to CounCIl and CIty ConlIIlIsSIons during the revIew process. However, because a fInal recorr~endatlon was not fInalized untIl the fIrst week In August, dISCUSSIons on the pro- posed project could not be InItIated wIth other Interested groups untIl that tIme. Contact has been made wi th the Chamber of Com- merce, PICO NeIghborhood ASSOcIatIon, the SocIal SerVIces COIT@IS- Slon and CommIssIon on Older AmerIcans and agencIes who had pre- vIously submItted SItes for reVIew. Upon CouncIl actIon on the proJect, staff WIll contInue to work closely WIth all ~nterested groups to develop a project that addresses communI ty needs and prIorItIes. (2) Proposed SenIor Center/MultI-SerVIce Center After careful conSIderatIon of all SItes, staff reconmlends that a comblna tlon of Cl ty 1 Federal, State and corporate funds be used to construct a 25,000 square foot senIor center/multIserVIce cen- ter on CIty-owned property In the downtown bUSIness area. ThIS sIte meets local and state cr iter la and effectIvely leverages funds from a number of sourCES to effectuate a consolIdated, ac- ceSSIble communIty service faCIlIty. The proposed project can be constructed w~thIn prevIously approprIated CIty funds, contIngent upon the receIpt of $750,000 In State SenIor Center Bond Act Funds. It allows for a full complement of senIor serVIces to meet State def Inl t Ions of a "senlor mul tl-serVlce centern and also allows for a substantIal amount of space for non-senIor agenCIes. Loca tl on: The proposed sIte on the 1500 block of 4 th Street, between Broadway and Colorado, IS a CIty-owned parkIng lot WhICh prOVIdes 74 parkIng spaces In the downtown bUSIness dIstrIct. It IS not In the Coastal Zone or In the Downtown ParkIng Assessment DIstrIct. The SIte IS located near bus stops and IS acceSSIble - 5 - . . by publIc transportatIon. It IS a "ne~ghborhood neutral II loca- tIon WhIch IS prOXImate to areas of hIgh concentratIons of senIors as well as to the cornmunIty's lower Income and mInorIty populatIons. SIze of SIte: The s~te IS comprised of three parcels totallIng 22,500 square feet. Due to Its large size relatIve to other downtown SItes, It IS possIble to build a consolIdated facIlIty of approxImately 25,000 square feet of agency space as well as Include 74 replacement parkIng spaces and the addItIonal parkIng requIred for the center Itself. ProJect Desl9n: To aSSIst In developIng cost estImates for the proposed proJect and preparIng the requIred conceptual plans for submISSIon WIth the State applIcatIon, the CIty has retaIned an archItectural fIrm to aSSIst WIth the tentative deSIgn of the proJec t. The 1 ni t I al assessment of the sIte and of space needs of the agenCIes IndIcates that a VIable deSIgn can be developed to Include a "pedestr lan-or Iented II fac 11 i ty that a Iso accommo- dates the requIred parkIng spaces. The llnx of subterranean and structured parkIng as well as the prelimInary elevatIon, SIte and floor plans WIll be determIned prIor to submISSIon of the State applIcatIon. The proposed deSIgn would prOVIde for an IdentIfIable "senIor center" component of the bUIldIng as well as prOVIde for space for other agencies In a separate area of the bUIldIng. The senIor component, In order to be compet i tI ve for S ta te funds, WIll be delIneated from other serVIces by a separate entrance and - 6 ... . . intake area. However, the overall deSIgn WIll emphaSIze the ac- cessIbIlity of all services to clients enterIng the bUIldIng. For purposes of submIttIng an applIcatIon to the State, non- senIor serVIce space WIll not be deSIgned In great detaIl. If the proJect IS funded by the State, the overall proJect deSIgn would be refIned and adapted as necessary. Input would be SolICIted from approprIate agencies and CommISSIons and all stan- dard envIronmental and archItectural reVIew procedures would also be followed. Space AllocatIon: Staff has conducted a detaIled space analYSIS of senIor serVIces and a prellIlllnary assessment of current noo- senIor serVIce space needs. Based on thIS InitIal analysis, it IS proposed that the senIor center be allocated from 14,000' to 16,000 square feet. The remaInder would be used for other SOCIal serVIces. However, the fInal allocatIon of space to the senIor center WIll depend upon a more thorough analysls currently belng conducted by the proJect1s archItectural consultant. Speclflc allocatIon of space to indiVIdual agencles would occur once state funds were approved and a project management plan fInalIzed. Tenant Selectlon and ProJect Management: As noted ln preVIOUS reports, WISE and SenIor Health and Peer CounselIng Center (SHPCC) submltted a speCIfIC request for CIty support durIng the 1985-86 fundIng process for funds to rehabIlltate or construct a senlor center to house theIr serVlces as well as those of sIlIaller senIor programs. The proposed proJect recommends that space be allocated to SHPCC and WISE for theIr ongOIng serVIces as well as - 7 - ... . . to smaller programs desiring space. Currently SHPCC and WISE are dIscussing space needs wIth these programs and aSSOcIatIons (e.g., LIED-CAP Senior Program, Gray Panthers, CLARE Senior Pro- granL) . These programs encompass the broad range of services Identified In the State RFP and It IS staff's assessnlent that through sharing of COnlITLon space and effIcient deSign that these serVices can be accommodated. Given the time constraInts In preparIng thiS proposal, the selec- t Ion cr Iter la and process for the rema I ni ng space has not been detailed. If State funds were approved thereby making the entIre proJect feasible, a proJect Implementation plan Will be developed proposing tenant selection criteria and a proJect nlanagement plan. However, because CDBG funds would be used to fund thiS portIon of the proJect, agencIes, at a mInimum, would be reqUIred to meet CDBG elIgIbIlIty gtlldellnes ensurIng serVIce to lower Income reSIdents. ProJect Cost: A cost analys IS per formed by the pro] ec t' s ar- chItectural consultants concluded that the total proJect cost for the proposed faCility Will be $3.22 million, IncludIng construc- tion of the faCility, replacement and new parking, landscaping, profeSSIonal fees and contingencIes. While Including replacement parking In the proJect Increases the total cost by $540,000, thlS is eqUIvalent to a land cost of $24/square foot whIch IS substan- tIally below market for comparable land 10 the downtown area. - 8 - . . ... Project Fundln9 ProJect fundlng wlll be comprlsed of City, Federal, State and prIvate donatIons. Through the use of $1.67 mIl110n In General Funds prevlously approprlated for thlS purpose, $1.55 mllllon In Federal, State and corporate funds wlll be leveraged to complete the proJect. The sources of funds Include: $1,67~,0~~ Clty General Funds 650,000 ConiITlunlty Development Block Grant Funds 75~,000 State Senlor Center Bond Act Funds l50,00~ Corporate donatlons and fundralslng by senIor agencIes $3,220,000 It IS important to note that the success of the proJect, as pro- posed, depends upon receIpt of a sufflclent amount of State and pr 1 vate funds. Indeed, the need I n- creases as the regIonal market for commercIal and retaIl space makes Santa MonIca more and more attractIve to bUSInesses, makIng low-cost faCIlItIes for use by non-profIt provIders very scarce. AgencIes continue to face Increased rents WhICh they can not af- ford. In search of alternatIve space, agencIes fInd owners un- wIlling to s~gn leases gIven the annual nature of agency fundlng~ In the last month, Santa MonIca has lost Its only adult employ- ment and traInIng placement serVIce (UnIted CommunIty and HousIng Development Corporation) to VenIce after a futIle search for space 10 Santa MonIca. A detaIled space analYSIS of the two senIor agencIes requestIng funds from the CI ty IndIca tes extremely overcrowded condl tI ons where Important clIent serVI ces are bel ng performed I n publIC areas or In outsIde publIC spaces. Staff members and volunteers, a maJor resource to senIor agencIes, are scheduled so that two to three people can share a desk or table. A prelImInary reVIew of other agencIes reveal the same condItions. A 25,000 square foot - 10 - .... . . faCIlIty WIll not nleet all space needs but It WIll be a maJor step forward In providIng such space. The benef], t of such a proJec t to the commun], ty would be the retentIon of Important socIal serVIces In Santa MonIca, at af- fordable rates in a central and consolIdated locatIon. The stabIlIty of rent levels wIll allow agencIes to stem the trend of spendIng an Increaslng percentage of theIr operatIng budgets on overhead costs at the expense of dIrect service delIvery to the communI ty. If agenc les are con fron ted WI th the S I tua tlon of ob- taInIng 25,000 square feet of offlce space at current market rates over a perlod of 30 years, for example, they would be re- qUIred to spend approxImately $13.5 mIllIon durIng that tIme. An InItIal capItal Investment of $2.3 ml1110n of CIty funds wIll reduce that burden substantlally -- not only for agenCIes but for the CIty, as a maJor contrIbutor of operatIng funds for tenant agenCIes. BUDGET/FISCAL IMPACT Current approprIatIons for a multI-serVIce center proJect Include $1,670,000 In General Funds In account no. 01-720-262-000-920 and $ 650,0' 00 In Communl ty Development Block Grant funds In account no. 19-720-262-000-920, for a total approprIatIon of $2,320,000. No addItIonal appropriatIons of CIty funds are needed for the proposed proJect. At such tIme as other project funds receIved from the State and prIvate sources, approprIatIon authorIty WIll be requested. - 11 - , . .
