SUBJECT; Authorization to Submit an Application to Caltrans on Behalf
of the Santa Monica Westside Volunteer Bureau for Expansion
of Their Van Service for "Lm-J-Mobility" Individuals
Background/Discussion
The Santa Monica Westside Volunteer Bureau has recently been notified by the
Cal ifornia Department of Transportation (Caltrans) of funding availability for
public transportation programs for low.mobility individuals. The funding periorl
will commence in January. 1982 and extend to June, 1983. Notification of grant
approva1 is expected in June, 1981.
Inasmuch as eligible applicants are restrIcted to public entities. the Volunteer
Bureau has requested that the City authorize the submission of an application on
their behalf in accordance with Caltrans suggestions. The Volunteer Bureau will
be responsible for the actual implementation of the program and the CIty role
will be to act as a conduit for the funds. Appropriate liability protection
for the City will be incorporated by contract when the grant is approved.
The Volunteer Bureau has prepared the attached proposal summary and is presently
completing the full application. The filing deadline for the application is
October 20. 1980.
Recommendation
It is recommended that the Council authorize the submission of an application
for the expansion of the van service for low mobility individua~s to Caltrans on
behalf of the Santa Monica Wests ide Volunteer Bureau. subject to the final review

agencies, cities and counties may apply for the fund~ and contract with
private for profit or private non-profit agencies for project development
and services.
ApplIcat10n must be approved by publIC agency dlrectors, Clty
cDunc1.ls or other local governIng bodIes, and prlor1ty will be glven to
projects which provide evidence of efforts to coordinate or consolidate
services.
SInce October, 1979, the Santa Monica Vestside Volunteer Bureau
Senlor Transportatlon Service and ~!est5ide Community for Independent
Llvin~ have sought to coordinate programs to best achieve three
objectives:

The City of Santa Monica Senior Nutrition and Recreation Program will
soon be linked to Trans-West in an effort to transport more seniors to the
five nutrition sites in the City of Santa Monica, and to better coordinate
transportation services for other purposes for nutrition program participants.
Coordinating the two services has increased transportation units of
service by an average of 15% and eliminated the need for two dispatchers,
and two base stations. Coordination has alBo encouraged organized and
regularly scheduled maintenance inspections and more effective preventive
paintenance procedures.
.
AB 120 (Statute, 1979) of the Social Services Transportation Improvement Act
mandates consolidated transportation service through coordinating councils
or brokerage mechanism by July, 1982. The Santa Monica Bestside Volunteer
Bureau proposes to utilize funds presently available through the State of
California Department of Transportation to begin development of a transporta-
tion program that will be in compliance with that mandate.

Currently, there 1S only one veh1cle available to meet the needs of
wheelchair bound elderly, and only three wheelchairs can be accommodated at
one time. The requested addition of two vans with wheelcha~r lift~ will
enable us to transport nine handicapped seniors at the same time. so that
it will be possible to accept reservations from the elderly handicapped
without distinction.
The need for increased transportation for the handicapped of all age
groups is indisputable. WelL presently finds it necessary to dec11ne at least 40
requests monthly. Combined, two additional vehicles w111 prav1de an average
of 750 more units of transportation service monthly.

dispatchlng. However, WelL's three vehicles continue to rely on a pager
system that 1S wasteful of tlme. money and gasollile.
Present project equipment includes'
6 vans (one exclusively for the adult day care program)
2 two-way radlo mobile unlts
1 base station and antenna
We propose to upgrade the antenna and base for further range, and
add:
1 van for transportation of elderly
1 van for transportation of all handicapped
6 two-way radio moblle unlts*
The project also suffers from the lack of a staff person who can
function as maintenance man and back up driver.
The addltion of specified equipment and personnel will complete the
nucleus for an efficient, well-run and cost effective transportation service.
* 3 mobile units for WelL's vehicles presently operating
1 unit for WelL's proposed vehicle
1 unit for Senior Multiservice Center proposed vehicle
1 unit for adult day care vehicle so that it can be llnked to our system
for hack-up 1n an emergency
