Recommendation to Award a Contract for Accessibility
Modifications at Hotchkiss Park, Virginia Park, the
Beach North of the Pier and various other Locations
Introduction
This report requests that the city council award a contract
for accessibility modifications at Hotchkiss Park, Virginia Park,
the Beach north of the pier and various other locations, to Kevin
Kraus,
the lowest responsible bidder,
in the amount of
$108,921.00.
Background
As
part
of
the
annual
accessibility
modifications
construction contract, staff has designed outside sidewalk and
stairs modifications at Hotchkiss Park, restroom and sidewalk
modifications at Virginia Park including new sidewalks to
existing picnic tables, a beach access ramp to connect the
existing boardwalk north of the pier to the ocean front, and
installation of approximately 52 handicapped wheelchair ramps at
various location throughout the City.
A Notice Inviting Bids was published on August 17 and 18,
1988 in the Evening Outlook and sent to four construction
journals and one minority contracting association.

Bidding packages were issued to six contractors. Two bids
were received, opened and read publicly on September 16, 1988, at
3:00 p.m. by the City Clerk. The bidders and their bids were as
follows:

Ryco Construction, Inc.

city Engineer's Estimate:
90,000.00
Kevin Kraus has successfully completed several other projects for
the City including last year's accessibility project.

Recommendations
It is recommended that the City Council:
1. Award a contract for the accessibility modifications
at Hotchkiss Park, Virginia Park, the Beach north of
the Pier and at various other locations to Kevin Kraus,

2. Authorize the City Engineer to issue any necessary
Change Orders to complete the work in conformance with
the Administrative Instructions.
