This report transmits a land exchange plan with Barclay-Curci Investment Company. Background On May 2, 1977, the City Planning Commission conditionally approved Tentative Tract Map No. 33022 for subdivision of the former McDonnell Douglas site, and imposed the following condition concerning land exchange between Barclay-Curci Investment Company and the City of Santa Monica. The Subdivider shall grant the City an option to exchange Lots 1, and Lots 2 and 3 or 11 for adjacent City-owned property, such exchange to be made on a net land basis to wit: one sq. ft. of unimproved land for one sq. ft. of unimproved land. If any of Lots 1, 2, 3 and 11 are improved with streets and utll ities at the time of the exchange, City shall cause streets and utilities to be installed, or reimburse subdivider the costs of constructing or installing the same on the present City owned parcels. Provided, however, that said option shall be conditional upon the City's use of Lots 1,2,3 or 11 for open space and/or recreational use. Provided, further, that City's option shall expire six (6) months from the date of approval of the Tract Map unless it is exercised by notice in writing from City to subdivider prior to said expiration, in which event, City shall have an additional six (6) months to perfect said exchange and subdivider shall cause such exchange to be Made within said additIonal six (6) month period. Upon appeal to the City Council on June 13, 1977, the Council el iminated Lots 2 and 3 frOM the proviSions of land exchange; and on October 25, 1977, the City Council, in approving the development of an industrial park on the City-owned land, released Lot 11. Lot 1, the 8.73 acre parcel at the corner of 25th Street and Ocean Park Boulevard, the site of the proposed neighborhood park, IS therefore the only remaining potential exchange parcel. The City Council, under the terms IfE DEe 1 3 1977 e e TO: Mayor and City Council -2- December 6, 1977 of the subdivision approval, must complete the property exchange by April 25, 1978, or Lot I also cannot be considered for exchange. Discussion In accordance wIth the terms of the Tentative Tract Map approval, Barclay-Curci Investment Company has proposed to exchange Lot 1 for 8.78 acres of City-owned land along the entire southern boundary of their property. The staff analysis of the Barclay-Curci proposal indicates that the proposed exchange would further reduce the width of the City-owned parcel to approximately 100 feet at the east end, and result in several irregularly-shaped parcels. These parcels would have limited development value. The staff, therefore, has rejected the developer's proposal and proposes an alternative land exchange plan shown on Figure I. The plan provides for the exchange of three (3) potential parcels equalling 8.78 acres, the same amount as Lot I. Under the provisions of the Tentative Tract Map, the City is obligated to bear the cost of street Improvements bisecting the exchange parcels. This cost estimated at $90,000 would have to be borne by the City regardless of the exchange since the streets would also serve the industrial park development on the balance of the City-owned land. When the City is prepared to proceed with the development of the balance of its lands, it would of course have the option of requiring the future developers to install the streets. e e TO: Mayor and City Council -3- December 6, 1977 Recommendation The staff recommends City Council direct the City Attorney's office to prepare the necessary documents for property exchange in accordance with the staff's proposal.
