In addition, information is provided regarding the use of the site for a child-care facility. BACKGROUND In response to a request from Councilmember Reed, this report includes copies of the notices provided to the public in regards to this proj ect. As required by the Municipal Code a copy of the approved public notice was posted on three places on the property, including the garage door, the front door (west facing), and the front door (south facing). A copy of this notice is attached as Exhibit 1. Also, a notice was published in the ~veninq Outlook on Saturday, January 16th, and will be pUbliShed again on Saturday, January 23rd, again in compliance with the Municipal Code requirements regarding the sale of public owned land. In order to economically operate a child-care facility a minimum of 60 children must be accommodated. To serve lower income households either operating subsidies would be required or a greater number of children w~uld be required. Based upon accept~d standards of necessary square footage per child the existing structure and available outdoor space are insufficient to accommodate any more than 20 - 30 chil- dren. In addition, the property is located in a high-density residential area, zoned R-3, with a mix of multi-family and sin- gle-family dwelling units. One of the problems experienced with the lease of the property to Fraternal Endeavors was the incom- patibility of a use dedicated to serving children with the sur- rounding neighbors. CONCLUSION Given all the factors, including economics, available funding sources, level of benefit to very low income persons, and zoning and compatibility issues, it is staff's recommendation that the property be sold to PORTALS for the development of permanent housing for the special needs group identified, handicapped home- less persons.
