Mayor and CIty Council FROM: City Staff SUBJECT: ResolutIon AuthorL:ing the C1 ty Manager to Apply for Funds for the Ocean Park Branch RemodelIng Project from the Federal Library SerVIces and Construction Act Title II and CertIfYIng the AvailabIlity of Local Funds for the Project INTRODUCTIO)J This report recommends the CIty Councll adopt the attached resolu- tlon authorIZIng the City Manager to apply for Funds for the Ocean Park Branch RemodelIng Project from the Federal Library Services and ConstructIon Act Title II and Certifying the Availabillty of Local Funds for the Project. BACKGROU:-lD On June 21, 1983 the City Council approved funding for the renova- tlon and expanSIon of the Ocean Park Branch LIbrary In the fIscal 1983-84 budget. Council was advised at that tlme that City staff would apply for LSCA grant money in order to defray a portion of the constructlon costs. LSCA funds are admInIstered by the California State Library. Funds for library constructlon have been provlded for the federal Library Servlces and Construction Act (LSCA) Tltle II under the Emergency Jobs Bill of 1982 (PL98-8). In order to apply for the funds, the City CounCIl must pass a resolution authorIzing the CIty Manager to submIt an appJlcatlon. In addltlon, the resolu- tlon must Include a statement as to the avaIlabillty of local 6,.c fundlng for the proJect. AUG 9 1983 To: t.21;.yor ..and c.. Courrcl1 Page . BUDGET/FINANCIAL IMPACT Funds are aval1ab1e for thlS project in account number 01-400-617-000-901. LSCA funds if awarded will prOVIde a percentage of total proJect costs. The Ocean Park proJect is elIgIble to receIve a maXImum of 30% of the total project cost, which IS estimated to be $835,000 (thIS fIgure includes the $15,000 approprIated by Council In 1981 for the Mayer-Taylor plannIng study). Should the full amount of the grant applicatIon be awarded, the City would receIve $250,000. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTIO~ 1. The City Manager of the City of Santa Monica 15 hereby authorized to submIt an applIcation on behalf of the City of Santa MonIca, a municipal corporatIon organized and r f existing under a freeholderTs charter adopted and amended from time to time pursuant to the Constitution of the State of Califorllla, for federal Library Services and Construction Act (LSCA) Title II construction funds provided under the Emergency Jobs BlIl of 1982 (PL98-8). SECTION 2. The sum of $584,500 IS available from the CltytS General Fund as the local match for this project. ----.. . .. SECTION 3.
