ThlS report concerns ~he area on ~~e Santa Mon~ca PJ.er
known as ~~e B~~per Cars, Clscusses an extreme safety hazard,
offers several possible alternatlve cnOlceSt and recommends
C~ty CouncLI call for bids for t~is s?ace.
Pler Deterloratlon
In December, 1973, ~~e Clty hlred ~~e consul~ants,
Koeblg and Koeblg, to survey the physlcal condltlon of t~e Pler.
I~ that report ~,e area where ~~e Bumper Cars are located (bents
21 to 28, pi11ngs rov' 4 to 12) w-as described as "~on-Stan.dard
framlng...At bent 20, replace pLIes 9, 10, 11 and 20 feet of
bent cap. II 'Ihe report also p01nted out: "The typ~cal 1211 x 12"
bent cap 1.S supported on p~les at approx~~ately 10 feet on
centers. Ar4alys1s of the caps ~ndlcates they are Lnadequate
to Slipport ~~e Unirorm 3u~ld~ng Code load required for ?ubl~c
assembly areas."
In January, 1979, an ~nspectlon was made of ~~e area
~y the City Eng1neer w~ose f1nd~ngs are outl1~ed ~~ a memo
of Januarv 16, 1979, see eX:."ub~t "A".

1) Close Area, ~epa~r Deck~na, Sol~c~t Publ~c 3lds.

One poss1b1e course of act~on for the C~ty ~s to close off the
area to b~e publ~c, repalr the dec~~ng at lts own expense, and
then offer tue area to publ~c ~~d.
Thls would protect the C~ty
from potential future llab~l~ty and llt~gatlon but woule
also stop the rental now being rece~ved from the r~de. Use
of L~e surplus In the Pler Fund (est~mated at $468,000)
is poss~ble but would preclude 1tS use for further repa~rs
of ~~e park1ng area on b~e P~er. Flnally, by SOllc~tlng
pUOl1C blds, the Clty would encourage L~e wldest posslble
publ~c part1c~?ation in develop1ng alternat~ve uses of L~e space.
2) Enter Nesot~at1ons W1th ~X~S!l~g Lessee. Although
negot~atlons nave not proceded as rapldly as hoped, Staff
could speed these and negotlate a lease agreement W1th the
eXlstlng lessee for ~~e three r1des earller presented.

negotlated lease would then be broughfbefore ~~e Clty Councll
for ~ts approval or dlsap9roval. ~lS course of actlon ellmlnates
publlC b1ddlng for the area WhlCh has been the normal
procedure for all areas on ~~e P~er.
3) F~nd an Alternat1ve Locatlon for Bum?er Cars.
A locat~on closer to the Water Sllce area has been suggested
as an alternatlve for the Bumper Cars. However, ~~e ceterioration
of the decklng ~n the water sllde area presents a maJor obstacle.
The deck~ng on the Pler lS not re1nforced to loads requ1red ~~der
~~e Un~form Bu~ld~ng Code, a~d ~~erefore would need
to

Santa Monica Pier Reconstruction at the "Fiesta Bumper Car Area"
During low tides~ about January 3, 1979, we took the opportunlty to
inspect the pier under the Bumper Car that was deleted from Phase I & II
for various reasons. In some locations the deterloration to date
glves us cause for concern. The pilings that were lndicated to be
replaced on the preY10US contracts have changed as follows:
1. 8e~t 26 pile nos. 16 and 17 have been washed away. These
pil1ngs were tied lnto an elaborate (mickey-mouse) system
of 12" x 12" corbels WhlCh have also collapsed. There no~"
eX1sts a 30-foot span whic~ is well below deslgn requlre~ents.
2. Bent 23 Dlle no. lA previously listed as a dO% pile 15 now
100:~. A 20' sectlon of 12" x 1211 cap between plles 14 and 10
1S in need of replacement.
These ite~s could cause collapse in thelr areas and should have
irrmedlate attention.
