SUBJECT:Sand and Sea Criterla
Introduction
This report brlngs to Council IS attentlon the Leqislative Analyst's recommendatlon
concern1ng the criteria for the Sand and Sea Club.
Background
Council approved the criter1a for the use of the Sand and Sea Club property for
Request for Proposals to Seek Bids. ThlS material has been submltted to the State
Parks and Recreation WhlCh subsequently submitted the lnformation to the State
Legislature for their reV1ew and approval. The matter 1S be1ng heard tomorrow morning,
May 5, by the Senate Finance Commlttee. Staff, through the D1rector of Recreation and
Parks, w1ll be present to discuss th1S mater1al and to testify before that Committee.
Staff Just learned this afternoon the State Leqlslative Analyst's recommendatlon
concerning these criteria. It is as follows:
1) That the criteria be denied because lt is not specific enough.
2) That the C1ty notlfy the Club that the lease for the site 1S terminated as of
December 31, 1982.
3) That the demollt1on of all structures except the North House proceed at the
termination of the lease.
4) That a pr1vate club operat1on is not acceptable.
5) That the City and the State return to the Leg1slature with a plan which would
guarantee full publlC access.

Recommendatlon
Staff recommends that Council strongly oppose the demolition of the structures, and
that they reinforce their position that the cr1teria submitted to Leglslature for
reVlew meets these recommendations and 1S designed to develop full public access for
that slte.
