Carousel Roof
Introduction
f01S report requests a change order be approved for emergency work needed
on the Santa Monica Pier Carousel roof.
B.ackground
Slnce the City began operating and maintainlng the Pier Carousel about a
year ago, efforts and funds have been focused on restoratlon of the Carousel
hOl"ses and band organ. The Carousel building remains in a state of dlS-
repal r. The immediate maJor concern is the leaking roof. Recent ralns
have resulted In water leaklng on the horses, band organ, platform. tlcket
booth and floor. Patching of the roof was done but has not been effective
In making the building water-tlght.
Alternatlve Solutions
l. Continue patchlng and f,X downspouts. This can be done immediately
by authorizing a change order to Contract No- 3458 (CCS) for under $5.000
to Contractor now working for the City. Joe Eubanks.
2. Install a new roof and fix downspouts. This can be started Wlthin
two weeks by authorizlng a change order to Contract No. 3458 (CeS) for
under $25,000 to Contractor Joe Eubanks. This work would include complete
new asphalt shlngle roof on the dome.
3. Advertise for bids for a new roof and downspouts. This process can
begin immediately but work could not commence for approxlmately 2 months.

Recommendatlon
Staff recommends that Council authorlze General Services to lssue a
change order to Contract No. 3458 (CCS) as described ln Alternatlve 2.
The reasons being:
A. Patching is a short-term solution not guaranteed to be
success ful .
B. A new roof has to be put on eventually.
C. The ralny season is at hand and a delay may be harmful to the
Carousel.

In a recent newspaper article, (Los An~~l~s Times, Febru-
ary 12, 1981, Westside Page One) your subordinate David
Shirey was quoted regarding my criticism of your admini-
stration's carousel refurbishmentI
t1We bent over backward to get him (Long) to come
before the council to air his objections, to the
point of scheduling the matter on the agenda. For
whatever reason, he did not bother to show up. It
No such council meeting invitation (or even notification)
was ever made by a nyone in your administration. I had
first requested such a meeting, in writing, on December
9, 1980, and then frequently thereafter. No response
was ever made to those requests.
Th eref ore, it seems it is your administration which is
It . bent over backward . It to avoid such an airing.
. . . . Such an airing with the council might show why your ad-
ministration has failed to provide a whit of evidence to
back up any of its claims regarding the carousel matter.
The council has been shown no such evidence, the press
has been shown no such evidence, and I certainly have
seen no such evidence.
