SUBJECT: Recommendation to Appropriate $40,000 from the General
Fund Reserves and Award a contract for Replacement of
Various Building Roofs at the City Yards
Introduction
This report requests that the City council appropriate
$40,000 from the General Fund reserves and award a contract to
replace various building roofs at the City Yards to Rey-Crest
Roofing & Waterproofing, the lowest responsible bidder, in the
amount of $100,877.
Background
Replacement of roofs on various buildings at the City Yards
was approved for FY 1987-88 in the amount of $70,000. The
remaining roofs were to be repaired/replaced in FY 1989-90 as
indicated in the 1988-89 to 1990-91 Capital Improvement Program.
Staff prepared plans and specifications for five buildings which
are in the worst condition. The resulting low bid will not allow
for all the work to be done within the budget. However, all the
roofs bid in the project have deterioriated to such a state that
major leaks occur during each rain.
As a result, staff is
recommending that the City Council appropriate an additional
$40,000 from the General Fund reserves to replace all the roofs
in the original bid specifications. staff will modify the ClP
budget request for FY1989-90 to reflect a corresponding reduction

in the amount requested for City Yard roof repair from $70,000 to
$30,000.
A notice inviting bids was published on August 24 and 25,
1988 in the Evening Outlook and sent to four construction
journals and one minority contracting association.
Bidding packages were issued to eight contractors. Five bids
were received, opened and read publicly on September 20, 1988, at
3:00 p.m. by the city Clerk. The bidders and their bids were as
follows:

Appropriation authority in Account No.
01-710-451-000-943 will be in the amount of $110,000.00.
Recommendations
It is recommended that the City Council:
1. Appropriate funds in the amount of $40,000 from the
General Fund reserves to capital Improvements Account
No. 01-710-451-000-943:
2. Award a contract for the replacement of various
building roofs at the City Yards to Rey-Crest Roofing &
Waterproofing, the lowest responsible bidder, in the
amount of $100,877; and
3 . Authorize the City Engineer to issue any necessary
Change Orders to complete the work in conformance with
the Administrative Instructions.
