SUBJECT: Authorize the city Manager to File Updates to the Short
Range Transit Plan and Applications for Funds
Introduction
This report requests that the city council authorize the Cl.ty
Manager to file updates to the Short Range Transit Plan (SRTP) l.n
order for the Santa Monica Municipal Bus Lines to remain eligible
for federal and state transit funds. In addition, this report
requests that City Council authorize the City Manager to file
applications for funds based on the SRTP.
Backqround
In accordance with requirements of the Los Angeles county
Transportation commission (LACTC) , the Southern California
Association of Governments (SCAG) and the Federal Urban Mass
Transportation Administration (UMTA) , the City must keep on file
wlth these agencies an updated Short Range Transit Plan (SRTP),
in order to remain eligible for Federal and state funding
assistance. The SRTP examines existing services, serves as
justification for future projects and presents a three-year
financial plan for the Santa Monica Municipal Bus Lines.
A complete SRTP covering fiscal years 1988-1990 was adopted by
the City Counc11 on February 24, 1987. Th1S year and next, the

information only. A complete Plan w~ll again be required in
1990.
Financial Analysis
A three-year financial forecast is contained in the SRTP updated
information. Financial projections to be submitted for fiscal
year 1988-1989 will serve as the basis for preparation of the
Transportation Department budget, which will be considered by the
City Council during the city budget process. Fiscal years beyond
1988-1989 will again be addressed in next year's SRTP update, and
in future city budgets.
The Municipal Bus Lines' financial plan utilizes funding
projections based on its share of LACTC's projected county-wide
formula allocation of transit funds for fiscal years 1988-89
through 1990-91. For FY 1988-89, the formula allocation funds to
be used by the Transportation Department for operations are
projected at $8.8 million. Projected capital expenditures in the
amount of $2.9 million are fully funded from subs1.dy sources,
including $2.1 million reserved in prior years for the purchase
of buses.
Overall, operating revenues (fares, charter, advertising,
interest and lease revenues) are projected to remain relatively
stable at $6.6 million. The FY 1988-89 financial plan calls for
no increase in fares and no reduction in service. Based on the
funding projections, the existing fare structure can be
maintained through FY 1989-90. In FY 1990-91, however, l.t

appears that a fare increase will be necessary in order to meet
LACTC requirements for passenger contributions.
The SRTP also projects the Munic1pal Bus Lines' capital program
for the next three years, including fleet replacement, facility
improvement, equipment modernization and other capital needs. In
FY 1988-89, the Municipal Bus Lines will replace ten buses
purchased in 1975. In addition, the plan also lncludes annual
contributions of $1 million to the Rail Reserve program approved
by the City council on July 10, 1984.
Recommendation
City staff recommends that the City Council:
1) Authorize the city Manager to file the required updates to
the Short Range Transit Plan, and
2) Authorize the City Manager to file applications for funds
made available by the Transportation Development Act, the State
Transit Assistance Fund, and the Proposition A program.
