MAY 2 e. 1981 Santa Monlca, California, May 26, 1981 TO: Mayor and Clty Council FROM: Clty Staff SUBJECT: Planning Commlsslon's Recommendatlon Regard~ng Zone Change to M2-S on City-Owned A~rport Land Introductlon ThlS report tranSffilts the Plannlng Commlsslon's recommendatlon that the Clty-owned land between the Barclay-Curcl proJect and the north slde of the runway be rezoned M2-S Slte ReVlew Dlstrlct and that certaln addltlonal requlrernents be lncluded In the gUldelines for development. Background In 1976 the Plannlng CommlSSlon and Clty CounCll created a slte reVlew distrlct and applled it to the then McDonnell-Douglas site north of the airport. All development ln the area was subJect to reVlew and approval by the Plannlng CORmlSS10n and was requlred to confor~ to gUldellnes speclfically establlshed for the ~lrport property. These gUldelines included: 1. Land Use: a. Land uses shall be prlmarily lndustrial and recreatlonal. ~l) Industrlal uses shall be Ilmlted to non- polluting types of uses. . b. Commercial uses shall be Ilmlted to facllltles incldental to and snpportlve of the J.ndustrlal develop- ment and nelghborhood residentl~l area. c. EnvlronMental Conslderatlons: a. Recreatlonal and open areas shall be sltuated so as to provlde buffer areas between resldentlal areas and industrlal development. b. Parking and storage areas shall be screened so as not to be vlslble from resldentlal and recreational areas ln addltlon to existlng publlC rlghts-of-way. c. Commerclal and lndustrlal structures shall not exceed 30% of land coverage nor 45' ln helght. d. All roof structures shall be approprlately screened. 3. All structures, slgn1ng, parking areas and land- scaping shall be subJect to archltectural reVlew and approval. f. Setbacks frOM Twenty-flfth Street, Ocean Park Boulevard or any public property shall be not less than 35' from any structure. g. Development plans shall consider the lMpact of nOlse, lighting, trafflc and general aesthetlcs due to varlOUS slte alterna~ives. h. Development plans shall consider public transpor- tatlon, energy conservatlon and performance standards for lndustrlal uses. 3. Market Survey: Requlre the developer to perform an analysls of Market demand and unnet demand and thelr effect on proposed eXlstlng facllltles~ Followlng the Clty Councll's declslon to consider leaslng the City-owned land situated between the now-exlsting Barclay-Curci proJect and the runway, the Planning COIDM1SS10n initiated act10n to zone thlS are~ lnto the site reVlew dlstrlct as well and, followlng publlC hearlng on Aprll 6, 1981, approved findlngs and recomroendatlons to the Clty Counell to thlS effect. ......... A pedestr~an clrculation system other than Just walk- ~ng ~n the paved vehlcular areas. 2. A bike path runn~ng the length of the development and l~nked w1th the one 1n the park. 3. No prom~ses to cont1nue the a~rport use. 4. ~o access to the project from the south as long as the alrport exists. The Commiss1on believes these Ilm1tat1ons should he 1ncluded in any requests for development proposals Sollclted by the C1ty so that potentlal development w1ll be aware of them. Alternatives The Clty Council may accept or reJect all or any portlon of the Plann~ng Commlsslon's reeommendatlon 1n regard to land use regulat~ons. The Counell May act favorably on the recommendatlon by d1rectlng the Clty Attorney to prepare the requlred ord1nances enactlng the changes. Recornmendatlon It lS respectfully recommended that the Counell aet favorably on the recommendatlon by dlrectlng the City Attorney to prepare the reqUlred ordlnances reclassifYlng the City-owned property from ~2 to M2-S for formal Councll conslderatlon and, further, d1rect the staff to lnclude the new development standards In any requests for porposals on the propertles.
