CARS: BFM : sr Council Meeting: August 7, 1990 Santa Monica, California STAFF REPORT TO: Mayor and City Council FROM: City staff SUBJECT: KEN EDWARDS CENTER PERCENT FOR ART PROJECT Introduction This Staff Report recommends that Connie Jenkins be commissioned to produce an artwork for the east wall of the lobby of the new Ken Edwards Center. Background As enumerated in the Council approved 1989-l990 "Art Plan", the sum of $20,000 was set aside for the purchase of an artwork for the facility as part of the Percent for Art Program. The architect and the user department, Community and Economic Development, determined that artworks could be installed in any of the indoor or outdoor public spaces on the ground floor. A Selection Committee was assembled to oversee an open public competition consisting of Bruria Finkel, Arts Commissioner: Julie Eizenberg, architect: Meganne steele, consultant: Sue Edwards: Barbara StinChfield, Community and Economic Development Department. An Expert Jury was then appointed by the Arts Commission, consisting of Don Francis, art teacher and framer; Martin /tJ-A - 1 - AUG 7 1990 . . - Gantman, architect and artist; and Nancy Hamel, art historian. Competition Process and Results A request for proposals was circulated to the community of artists, and an information meeting was held at the Center on June l4. Fifty-five artists submitted proposals. The Expert Jury reviewed the proposals and selected three finalists: connie Jenkins, Jim Jenkins, and Nobuho Nagasawa. These three proposals, and examples of the artists I work were then presented to the Selection Committee which chose connie Jenkins, based on artistic merit, feasibility, and appropriateness to the facility. The Committee did, however, express concern that the artist mentioned that her painting style was evolving, and would be different from the work the Committee had seen. The Committee voted to recommend Ms. Jenkins for the commission with the following condition: if she wants to experiment with a new style, she must provide a sample for approval. If the Committee/Commission does not wish the painting completed in the new style, the artist must agree to complete the commission in the preferred style, or forego the commission. This recommendation was approved by the Arts Commission at its meeting of July 23, 1990. - 2 - .. . . - Budget and Fiscal Impact $20,000 is available in Percent for Art General Fund Accounts #Ol-740-560-27688-892S-9908l ($lS,OOO) and #Ol-740-S60-27690-8925-9908l ($5,000). Recommendation The staff Report recommends the selection of Connie Jenkins for the fOllowing reason: Ms. Jenkins successfully met the selection criteria of quality, scale, budgetary and technical feasibility, appropriateness to site, and relation to life, work, and values of Ken Edwards.
