Subject: 1 Recommendation to Award Contract to Anchor and Brace city
Hall Roof Mounted Equipment.
INTRODUCTION
This report requests that the city council award a construction
contract to install non-structural equipment anchorage and bracing
for City Hall roof-mounted equipment to Noel Tomberlin General
Contractor, the lowest responsible bidder, in the amount of
$15,000.00.
BACKGROUND
The city Hall roof-mounted equipment, primarily individual air
conditioning units, was installed over the past several years and
was not designed to meet current earthquake safety requirements.
The purpose of this contract is to add the necessary bracing and
anchorage systems to the roof mounted equipment in accordance with
the City of Santa Monica earthquake safety program.
A Notice Inviting Bids was published October 9, and October 10,
1990 in the Evening Outlook, four construction journals, and seven
disadvantaged business enterprise associations.
Bidding packages were requested by five contractors.
Four bids were received, open and read publicly on October 25, 1990
by the City clerk. The bids are as follows:

staff checked the references submitted by Noel Tomberlin General
Contractor. Parties interviewed were satisfied with the quality of
work performed by Tomberlin.

Funds for this project in the amount of $19,298.76 are available in
ClP Account No. 01-710-451-20489-8911-99014.
RECOMMENDATIONS
It is recommended that the City Council:
1. Award a construction contract to the low bidder, Noel Tornberl~n
General Contractor in the amount of $15,000.00.
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
administrative instructions on change orders.
