Introduct10n
Th1S report requests City Counc11 adopt a resolut1on determlnlng contractual
services may be purchased more favorably on the open market and approve a
change order to the C1ty Hall Add1t1on contract in the amount of ~25.677
for the 1nstallatlon of a jail f1re alarm system.
Background
F1re off1c1als have lnformed staff of the necessity to install a fire alarm
system 1n the ja1l. Th1S system lS required by the State Fire Marshal 1n
order to meet current state f1re codes. Funds in the amount of $24,000 were
appropriated for th1S project dur1ng the 1980-81 budget seSS1ons.
In December, 1980, staff solic1ted bids on this project. Bid proposals were
se~: to 8 organizat1ons, but no bids were received. The State Flre Marshal
ordered the installat10n of the alarm system over a year ago. Staff has
been work1ng on the lnstallat10n for the past year through the normal b1dding
procedures. However. staff bel1eves this route will again prove fru1tless and
has determlned the best option open to the Clty 1S to lssue a change order to
Eubanks Construct1on to get the alarm installed. In Section 2508 of the Munlcipal Code,
Councll is glvenauthor1ty to declare and determine that contractual serV1ces
may be purchased under more favorable circumstances 1n the open market lf
formal bidd1ng procedures have been followed and no blds were received.
There are only one or two suppllers of this type of f1rm alarm system and
EubanKs Construct1on has agreed to oversee the installation and do the

Eubanks Construct1on 15 working adjacent to the Jail on the Parking C1tation
Off1ce. By hav1ng Eubanks, there w1ll be less d1sruption of staffls t1me as
only one construction crew will be working ln the Jall area.

It will be necessary to approprlate $4,000 from the General Fund to have
adequate funding to complete the project_
Recommendation
It is recommended Counc11:
1. Adopt a resolution determinlng contractual serVlces
may be purchased more favorably on the open market;
2. Approve a Change Order in the amount of $25,677 to
1nstall a jail flre alarm system;
3. Appropriate $4,000 from the General Fund to complete
the project; and
4. Autnorlze the City Engineer to approve additional work
in an amount up to $2,323, to complete thlS project.

RESOLUT ION NO. 6260
CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DECLARING AND DETERMINING THAT THE INSTALLATION
OF THE FIRE ALARM SYSTEM IN THE POLICE JAIL MAY BE
PURCHASED MORE FAVORABLY IN THE OPEN MARKET.
WHEREAS, the State Fire Marshall has required the City to install a
fire alarm system 1n the Police Jail~ and
WHEREAS, formal blds for the lnstallat10n were solicited from eight
organizat1ons 1n December~ 1980; and
WHEREAS, no b1ds were received on the project;
NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS:
SECTION 1. The the C1ty Cauncll finds that the requirement exists to
install a ja1l f1re alarm system.
SECTION 2. That a determlnation 1S hereby made that the installatlon
of the fire alarm system 1n the police jall may be purchased more favorably
1n the open market.
SECTION 3. That the City Engineer is hereby authorized to execute a
change order for the installation of the fire alarm system.
SECTION 4. That the C1ty Clerk shall certify to the adoptlon of thlS
resolutlon and thenceforth and thereafter the same shall be in full force
and effect.
