Introduction
This report recommends that the City Council award a contract for
Automatic Sprinkler System Installation at Woodlawn Cemetery to
Marina Contractor, Inc., the lowest responsible bidder, in the
amount of $l38,358.00.
Background
The City Council appropriated funds in the FY86-87 and FY87-88
Capital Improvement Budget in the total amount of $l82, 700 for
the second and third phases of the sprinkler system improvements
at the City's Woodlawn Cemetery.
The areas chosen for these
improvements are so badly deteriorated that they cannot presently
be used and all irrigation must therefore be performed by hand.
The sprinkler system selected uses the latest water conserving
technologies and complies with the City's own water conservation
guidelines.
The Notice Inviting Bids was published on August 2nd, 3rd, and
4th, 1988.
Plans and specifications were issued to thirteen
contractors and eight construction advertising services including
six which advertise mainly to minority contractors.

Staff checked references submitted by the lowest bidder, Marina
Contractors, Inc., and found them to be satisfactory.
BUdget/Financial Analysis
Appropriation authority in the amount of $174,800 is available in
account 37-7l0-64l-000-909. Initial design work associated with
the project has resulted in $7,900 of expenditures to date
against account.

Recommendation
staff recommends that the City Council:

2. Authorize the City Utilities Manager to issue any change
orders necessary to complete additional work as required in
an amount not to exceed the funds available, in conformance
with the Administrative Instruction on Change Orders.
