SUBJECT: Recommendation to Approve Sale of Property on Olympic
Boulevard at 21st street to the Adjacent Property Owner
INTRODUCTION
This report recommends the sale of 5,007 square feet of city
property on the north side of Olympic Boulevard between 21st
court and 21st street to the adjacent property owner.
BACKGROUND
Olympic Boulevard was a state Highway prior to 1965 and, as such,
was designed and built with restricted access and frontage roads
along much of the length of the highway in Santa Monica. These
frontage roads were purchased in fee by the state and were turned
over to the City when Olympic Boulevard was relinquished to the
City in 1965.
At 20th street, a section of the frontage road on the south side
was sold to the adj acent owners in 1980 I and in 1988 another
section was sold to the owner on the north side. The owner of
the automotive repair shop located on the north side between 20th
Court and 21st street now wishes to purchase the frontage road
adjacent to his property and use it for customer parking. The

use will not be changed greatly from its present use except the
property will be fenced and controlled by the auto repair shop
owner if sold.
staff recommends sale of the property and believes it should be
sold only to the adjacent owner, at appraised investment value,
for the following reasons:
1. City staff has evaluated this property and finds no
current or potential future City use for the parcel;
2. Most of the property proposed for sale was originally a
part of the auto repair shop property;
3. The frontage road is no longer needed #
4. If the property were sold to others, the auto repair
property would not have access to a public street# and
5. The parcel is not usable for either park or school
purposes.
BUDGET/FINAN~IAL IMPACT
There is no budget or financial impact at this time. When sold,
an as yet undetermined amount of sale proceeds would be deposited
in Gas Tax Fund revenue account no. 43-500-401-00000-0180-10000.
RECOMMENDATION
1 . Approve, in concept, the sale of the property at
appraised investment value:

2. Authorize the Director of Community Development to
obtain an appraisal upon deposit by the adjacent owner/
applicant of an amount to fully cover the cost of the
appraisal;
3. Authorize the city Manager to offer the property for
sale to appropriate public agencies as mandated by
state law;
4. Following compliance with all state laws on disposition
of public property, authorize the City Manager to
negotiate and execute appropriate documents to sell the
property to the adjacent owner; and
5. Require, as a condition of sale, that the owner
construct curb, gutter, 6 foot sidewalk, 4 foot high
decorative block wall, and provide a landscaped strip 5
feet in width between the wall and the sidewall and
install street trees and one street light.
6. Require as a condition of sale that a parcel map be
created making one parcel out of the adjacent owner's
parcel and the parcel to be sold by the city.
