Reconstruction of the Exterior Entrance Stairs on Main Street
lntroductlon
This report recommends that the C1ty Council award a contract for the exterior
palntlng and reconstructlon of the exterior entrance stairs on Main Street for
the Ocean Park Branch of the Santa Monica Publ ic Library to Harbor Coating
International, the lowest responsible b1dder, 1n the amount of $15,900.00.
Background
During the 1990-91 budget process, City Council approved funding for painting
the exterior of the Library and reconstruction of the entrance stairs. ThlS
work is needed based on the weathered conditions of the entrance at the Ocean
Park Branch Public Library. The entire exterlor of the Library will be
painted. The exterior entrance stairs on the west side and the hand rails
will be repaired and reconstructed.
A Notice Inviting Bids was published on March 27 and 28, 1991, in the Even1ng
Outlook and four construction journals, and was sent to eight WMBE
associations. Plans and $peciflcations were lssued to ten contractors. Bids
were recelved and read publicly on April 22, 1991, by the Deputy City Clerk.

01-710-613-20091-8900-99248, "Rebull d Ocean Park Branch Steps ", in the amount
of $7,000.00, for a total amount of: $ 20,000.00.
The low bidder, Harbor Coating Internatlonal's bid is considered extremely low
by the City Engineer's office. After contactlng the contractor, he stated
that there were no calculation errors; that they were aware of the prevaillng
wage rate provis10ns; and that all of the spec1fied work was included 1n their
bid amount.
Harbor Coating International supplied the City with 3 references. In general,
the responses received from these references were satisfactory.

Recommendations:
It is recommended that the City Council:
1. Award a contract for the exterior painting and reconstruction of the
exterior entrance stairs at the Ocean Park Branch of the Santa Monica
Public Library to Harbor Coating International, the lowest
responsible bidder, in the amount of $15,900.00; and
2. Authorize the City Engineer to issue any necessary change orders to
complete additional work 1n conformance with the Administrative
Instructions an change orders.
