SUBJECT: Proposed Contract with an Architectural Firm to Prepare
Working Drawings for an Expansion of the Montana Avenue
and Fairview Branch Libraries.
INTRODUCTION
This report is requesting City Council to authorize the City Manager to
execute a contract with Weldon J. Fulton in the amount of $lO~OOO for
preparing working drawings and specifications for adding a meeting room
at the Montana Avenue Branch Library at the site of the present Children's
Patio; and for adding a meeting room at the Fairview Branch library at
the east end of the building.
BACKGROUND
Nineteen Thousand Dollars (Of Community Development Block Grant Funds) is
included in the 1977-78 Budget (pages 90 and 91) for working plans for a
Senior Center and for pr~paring working drawings and specifications for
adding a meeting room at the Montana Avenue and the Fairview Branch
libraries. No specific amount of funds was budgeted for the library
portion. No construction funds are available. Staff intends to request
construction funds in the 1978-79 budget year. Hopefully these funds can
be obtained from a Federal or State grant.
Staff has interviewed three highly qualified local architects for the

purpose of preparing the subject plans and specifications. Mr. Fulton
quoted a cost of $5,000 for each location, or a total of $10,000. One
of the other architects also quoted the sum of $5,000 for each location.
The third architect quoted a cost of $8,000 for one location and
$12,000 for both locations.
Mr. Fulton performed the original architectural services for both Branch
libraries.
It should be noted that there are two trees at the Montana Avenue Branch
Library that will probably have to be removed at the time of construction.
Staff will attempt to include these trees in the design, but it appears
that they will have to be removed.
AL TERNATI YES
1. Engage the services of Weldon J. Fulton to prepare the wo~king plans
and specifications for both projects.
2. Engage Weldon J. Fulton for one project and engage one of the other
interviewed architects for the other project.
3. Engage one of the other interviewed architects to design both
projects.
4. Interview other architects.
RECor'1t~ENDATION
It is Staff's recommendation that alternative No. 1 be adopted. Staff
agrees that it is beneficial to have one architectural firm design both
projects~ thereby saving the costs of duplicating the specification
writing. Therefore, it is Staff's recom~endation that the City Council
