Introduction
This report transmits information on economic developMent activities and
recommends that the Clty Manager be authorlzed to inltlate a study of an
economic develop~ent prograM for Santa Monica.

Local governments, confronted wlth shrlnklng revenue base and reductlons
in State and Federal funding, are increaslngly relying on econO~lC develop-
ment activities as a source of revenue.
A comprehensive economlC development program wl1l maxlmize public benefit
and is particularly signlflcant for Santa ~10mca Slnce the Clty has opportuni":~es
unavallable to most cities wlth equal population and land area. These lnclude:
A large publlCly owned land resource.
A healthy econO~lC base.
A varlety of publicly owned and operated enterprises.
Santa Monica's economlC development actlvlties, however, are currently
scattered among several-Clty departments.
In order to develop a coordlnated approach for econO~lC development, the staff
intends to inltiate a cOMprehenslve study of economlC development opportunitles.
The study, conducted by the City ~anager's Offlce, wlll lnclude:
An inventory of economic developMent activlties
currently In place throughout the City govern~ent.

Identlficatlon of actlvlties that would require
monltoring by an entity other than the operating
department.
Identlficatlon of actlvltles that should contlnue
to be operated by the City departments currently
responslble.
Evaluation of stafflng levels necessary to undertake
a comprehenslve economlC development program.
Identiflcatlon of the role of consultants.
Prellminary ldentification of the role of local
economlC development corporations and the Chamber
af Camerce.
Determinatlon of the program costs.
The recommendatlons of the study will be presented to the City Council at the
January 26th meeting. Pending completlon of this study, the position of
Redevelopment Dlrector wll1 not be fllled. Staffing for the Municlpal Enter-
prlse Dlvision, however, wlll proceed on schedule.
RecommendatlOn
Staff recommends that the City Councll authorlze the Clty Manager to lnitlate
a study of a comprehensive economlC development program for Santa Manlca.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty Councll of the City of Santa
Monlca authorlzes the Clty Manager to lnltlate a comprehenslve
study of econOffilC development opportunltles.
SECTION 2. The study wlll 1nclude an lnventory
of econOffilC development actlvltles, evaluatlon of stafflng
levels necessary to undertake a comprehensive economlC
development program, and determlnatlon of program costs.
SECTION 3. The City Clerk shall certlfy to the
adoptlon of thlS resolutlon and thenceforth and thereafter
the same shall be in full force and effect.
