RECOMMENDATION TO APPROVE LOS ANGELES FESTIVAL
FIREWORKS DISPLAY
SUBJECT:
INTRODUCTION
This report recommends that the City Council approve Los Angeles
Festival's request for fireworks for the September 16, 1990,
program on the Pier.
DISCUSSION
At its meeting of October II, 1983, the City Council established
the policy that, aside from the municipally sponsored Fourth of
July fireworks, Council approval would be required for special
fireworks events.
What began in 1984 with the Olympic Arts Festival, has now
evol ved into a maj or international arts festival spread
throughout the greater Los Angeles area. The Los Angeles Arts
Festival will include more than 135 music, dance, literature,
film and video, and visual arts performances which are scheduled
to take place between September I - 16, 1990, in a variety of
venues. Many of these events will be free to the public.
For its Sunday Evening Finale on September 16, 1990, the Los

in conjunction with the festivities on the Santa Monica Pier.
The Festival's Programs are scheduled from 12 noon to 10:00
p.m. on the Pier, with fireworks scheduled at 8:30 p.m. on the
beach north of the Pier. The fireworks display will last five
minutes.
BUDGETARY/FINANCIAL IMPACT
There is no bUdgetary/financial impact with this request. The
Los Angeles Festival will pay all related inherent costs.
RECOMMENDATION
staff recommends that city council approve the Los Angeles
Festival's request to conduct a fireworks display for the Program
Finale on Sunday, September 16, 1990.
