GS:SES:JM:mh council Meeting: 04/28/87 Santa Monica, California TO: Mayor and city council FROM: city staff SUBJECT: Recommendation to Adopt Resolution Requesting Bronze Plaque Identifying Santa Monica pier Carousel Building as a National Historic Landmark Introduction This report requests that Council adopt the attached Resolution (Attachment A) requesting a bronze plaque which identifies the Santa Monica pier Carousel Building as a National Historic Landmark (NHL). Background At the August 8, 1986 meeting the city Council adopted a resolution in support of the designation of the Santa Monica pier Carousel Building as a National Historic Landmark. The resolution was submitted to the National Park Service for consideration by the National Park System Advisory Board at its September l7, 1986 meeting. The Advisory Board recomn\ended to the Secretary of the Interior that the santa Monica Looff Hippodrome, or as it is more commonly known, the Carousel Building, be designated a National Historic Landmark. The city has received notification from the National Park Service that the Secretary of the Interior has designated the Carousel Building a National Historic Landmark. Designation automatically places the property in the National Register of Historic Places. The City will also receive a certificate attesting to the - 1 - to-]) APR 2 8 1987 . . national significance of the Carousel Building. In addition, the City may apply for a bronze plaque to commemorate the designation. The attached Resolution makes application for the plaque and sets forth certain agreements regarding the NHL. The agreements include preserving, as far as practicable, the historical values of the site, permitting periodic inspection of the property by the National Park Service for the purpose of monitoring its integrity, returning the bronze plaque should the landmark designation ever be revoked, and placing the plaque in public view. There is nothing stated that would restrict the City's use or management of the Carousel. The presentation of the plaque, by a representative of the Department of Interior, will be scheduled in approximately two months when the plaque is ready. Budget/Fiscal Impact The recommended action has no budget or fiscal impact. Recommendation staff respectfully recommends that the Council adopt the attached Resolution requesting a plaque identifying the Santa Monica Pier Carousel Building as a National Historic Landmark. J~ .- . . - RESOLUTION NUMBER 7409 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REQUESTING A BRONZE PLAQUE IDENTIFYING THE SANTA MONICA PIER CAROUSEL BUILDING, ORIGINALLY NAMED LOOFF HIPPODROME, AS A NATIONAL HISTORIC LANDMARK WHEREAS, the City Council of the City of Santa Monica previously adopted Resolution Number 7277(CCS) in support of the designation of the Santa Monica pier Carousel Building, originally named Looff Hippodrome, as a National HlstorlC Landmark; and wlfEREAS, the National Park System Advisory Board has determined that the Santa Monica Looff Hippodrome possesses national significance in the history of the United states; and WHEREAS, the Secretary of the united states Department of the Interior has designated the Santa Monica Looff Hlppodrome as a National Historic Landmark, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SA~TA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. 'The City Council, as owners of the Santa Monica Looff Hippodrome, hereby makes application for a bronze ?~a~~e ~~e~~~=~~~~ ~~e ~~a~e=~y as a ~a~~c~a~ Eis~~~~= ~a~dill~=~. SECTION 2. The City Council, being fully conscious of the hlgh responsibility to the Nation that goes wlth the owne:r-ship and care of a property classlfied as havlng natlonal slgnificance and worthy of National Historlc Landmark statl..:.s, agrees to preserve ( so far as practlcable and to the best of its ab.Lll ty, the historical values of the site that satisfy the - 1 - '"" . . - criteria for national significance. SECTION 3. The city Council agrees to permit periodic inspection of the property by a representative of the National Park Service for the purpose of monitoring its integrity and the nature and degree of any threats thereto. SECTION 4. The ci ty Counc~l agrees that, should the Landmark designation ever be revoked in accordance with the procedures outlined in the National Historic Landmarks regulations, the bronze plaque and the certificate of designation will be surrendered upon request to the National Park Service. SECTION 5. The City Council further agrees to affix the plaque for public view and lTI an appropriate manner. SECTION 6. Member of the public Wayne Hall spoke in opposition to the recommendation. Councilmember Epstein moved to adopt Resolution No. 7277(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF THE DESIGNATION OF SANTA MONICA PIER CAROUSEL BUILDING AS A NATIONAL HISTORIC LANDMARK, II reading by title only and waiving further reading thereof.
