Santa Monica, Callfornia t . ~ TO: Mayor and City Councll ~ 2. - ()og / 1-- D NOV 1 Z t'}il5 FROM: City Staff SUBJECT: Recommendation to Authorlze Modificatlon of Contract wlth Daniel Mann Johnson and Mendenhall for Engineering Servlces for the Reconstruction of Newcomb Pler Introduction ThlS report requests that Councl1 authorlze the Clty Manager to negotiate and execute a modlflcatlon of the contract by and between the City of Santa Monica and Danlel Mann Johnson and Mendenhall (DMJM) to provlde for englneerlng services to rebul1d the destroyed port1on of Newcomb Pier for a lump sum amount of $88,880. ThlS actlon w1ll complete the design work on Phase I of the P1er's reconstruction; namely, the strengthening and reconstruction of Newcomb Pler Background At lts September 10, 1985, meeting, the C1ty Council inltiated the implementation of the reconstruct1on of the Pler by author1z1ng the execution of a contract modificat10n wlth DMJM for englneering services to strengthen the eXlstlng Pler. The strengthenlng and upgradlng of the eXlsting portlon of the Pler in the surf zone (approximately 60,000 sq.ft.) is a necessary component of the reconstructlon design and will result 1n maklng the eXlstlng Pier compatible wlth the area to be reconstructed In concrete. Staff had presented a phased process for reconstructing the Pler last May, at the time the Counc11 conceptually approved the design alternat1ve. The strengthenlng and reconstruction of Newcomb Pler was recommended as the first phase Slnce the work on the Pler's primary commercial area will offer opportunitles to generate new sources of revenue for the Pier. I/--D NOV 1 2 1985 . . ~ The preparat10n of the addit10nal work1ng drawlngs and contract documents 1S expected to take three (3) months to complete. ThlS act10n will enable the reconstruct1on process to go forward expedltiously and has the potent1al for a construction start date in Spring, 1986. Contract Mod1flcation The City1s contract with DMJM for eng1neering services for the reconstruction of the P1er provides for two distinct phases: Phase I, a Feaslbil1ty Analys1s (which has been completed) and Phase II, the Construction Contract Documents and Construction Adm;n1stratlon. Because of this contractual arrangement, competitive b1dd1ng was not required for this work; however, the staff did get a proposal from a compet1tive engineer1ng firm to determlne that the fee is reasonable. To implement the phased approach to the reconstruct1on, 1t 1S necessary to mod1fy the contract to prov1de for the incremental complet1on of the Contract Documents. The contract has prevlously been mod1fled to provide for the eng1neer1ng serV1ces for the strengthening work. This proposed modificatlon addresses the engineer1ng services for rebulld1ng the Newcomb Pier and 1ncludes the followlng scope of services. * ReV1ew available 1nformation and site condlt1ons to establlsh extent of demol1tion necessary to make new connect1on * ReV1ew preV10US framing to determine new pl1e spaclng * Determine optlmum structural system and components * Design/draft pile plan * Design/draft sectlons, deflnlt10n of bents Perform structural analysis of new structure acting ln conjunction w1th adjacent eXlsting structure * * Des1gnjdraft demolition plan and work lay down areas; connection deta1ls (piles, caps, deck members, etc.); connection details (new/ex1sting structure) -2- ~ . . * Deslgn/draft hand rall, details, fasteners * Deslgn/draft concrete plle/cap details * Prepare constructlon specificatlons Furnlsh construction documents (plans and specificat1ons) sUltable for bldding complete replacement of the demol1shed port1on of the Newcomb P1er, complete with a construction cost estimate. * The proposed lump sum fee for these services 1S $88,880. The est1mated time for performance of this work is three months. Budget Impact Funds for the 588,880 in englneering serVlces recommended in this report are avallable in 1985-86 Capital ProJect Budget Account Number 30-740-626-000-906 for Pler Reconstructlon Des1gn. As lndicated earl1er in this report, funds for the actual reconstructlon work wlll requlre approprlatlon at a later date. Recommended Action Staff respectfully recommends that Councl1 authorize the City Manager to negot1ate and execute a contract modlflcatlon with Danlel Mann Johnson and Mendenhall for engineer1ng services to reconstruct the Newcomb Pier for a lump sum amount of $88,880.
