SUBJECT: Recommendation to Adopt Resolution Increasing Parking
Lot Rates on the Santa Monica Pier During the Summer
Season
Introduction
This report requests that Council adopt the attached Resolution
increasing parking lot rates on the Santa Monica pier during the
summer season to at least match the recent rate increase for the
beach parking lots.
Background
It has been city Council policy since the 1983 winter storms to
view the limited parking available on the Pier as a convenience
to Pier users that is worth a premium in terms of the price to be
charged.
At that time, Council adopted the policy that the
maximum charge on the pier ought to be higher than the rate
charged at the adjacent beach parking lot in order to encourage
short-term visitors to the Pier and to discourage long-term beach
parkers. Following the 1983 storms, the rates during the summer
months (May 1 thru Sept. 30) were set at $2 for less than two
hours and $4 for two hours or more. The winter rates (Oct. l
thru April 30) were set at $1 for less than two hours and $3 for
two hours or more. The rate for the beach lot at that time was
$3; the beach lot is operated primarily during the summer season.

Discussion
On March 17, 1987, the City Council approved an increase in
parking rates for the beach lots to $4 on weekdays and $5 on
weekends. staff is recommending that the maximum rates charged
on the santa Monica Pier during the summer season be increased to
at least match the beach parking lot rates as a means to ensure
that parking will still be available for pier visitors and will
not be taken up by beach parkers.
The proposed rate structure for the summer season keeps the
weekday rates the same at $2 for less than two hours and $4 for
two hours or more. On weekends, the short-term rate also remains
at $2 for less than two hours, but the maximum will be increased
to $5 for two hours or more. Staff is proposing to begin with a
$5 maximum on weekends and holidays, but has provided for the
flexibility within the resolution to increase the maximum to $6
if it becomes apparent that the lot is filling up with all day
beach parkers. An added feature to encourage bus iness on the
pier is that the $2 rate for less than two hours is good only
with a validation. The Pier lessees will validate parking
tickets with any purchase. There will be a flat $2 rate after 6
p.m. on weekdays. However, since the 1550 beach lot is operated
until 10 p.m. on Thursday thru Sunday, the flat rate on the Pier
for Friday, Saturday, and Sunday evenings will be $3.
The Pier Restoration Corporation and the Santa Monica pier
Lessees Association have reviewed the staff recommendation. Both
groups support the proposed rate structure.

Fiscal/Budget Impact
The Pier parking lot has been under the operation of Executive
Parking since July 1, 1986.
Based upon an analysis of the
duration of the parking lot visits, Executive parking has found
that on aVerage~ two-thirds of pier parking lot users stay for
less than two hours. The projected impact on revenues given a $5
maximum for more than two hours will be an increase of
approximately $25,000 in gross revenues for the five summer
months.
Recommendation
staff respectfully recommends that Council adopt the attached
resolution increasing the maximum rate for the Santa Monica pier
parking lot during the summer season.

Pursuant to Public Resources Code

Section
21080 (b) (8), the rate increase provided for in Section 1 is
exempt from the provisions of the California Envlron~ental
Quality Ac~ of 1970, Public Resources Code Sections 21000 et ~
SECTION 5. Resolution NU~er 6475 (CCS) is repealed.
SECTION 6. The city Clerk shall certify to the
adoptic~ of this Resolution, and thenceforth and thereafter the
sane shall be in full force and effect.
