Background At the Apr 11 22, 1986, meeting Councll dlrected staff to remove all asbestos from and remodel the Maln Library to lmprove the efftClency of the work space, provlde additlonal space wherever poss2ble for pUblic use, and to restore lnterlor flnlshes. Contracts for asbestos abatement work, mO~llng and interlm storage of the Llbrary furnishlngs and stacks, and constructlon management of these proJects were awarded at the July 29, 1986, meeting. On August 12, 1986, a contract was awarded to A. QUlncy Jones and Associates, Architects, to design the remodel of the Llbrary. MaJor components of the remodel proJect lnclude: Relnsulation of all supply ducts Remodeled maln entrance lobby New Aud~o Vlsual area on the second floor - 1 - e e Relocat1on of Per10dlcals Depar~~ent from the second to first floor Remodeled Technlcal Servlces Room Complete ref.ln.lshlng of lnterlor surfaces. This lncludes fabrlC wall coverings ln the back of the Audltorium, Conference Room, staff room, south wall of office on flrst floor, and aisles in second floor surround2ng the full he.lght ce212ng. The existing wood panellng at maln entry and all cablnetry will be reflnished. All other walls wlll be palnted. New inter ior 11ghtlng system Wh1Ch includes fluorescent llghtlng 1n all maln read2ng areas, and recessed flxtures ln the Technlcal Servlces Room, Clrculat.lon Work Room and staff offlces. New floor cover1ngs WhlCh includes reslllent floor t1le 1n foyer of Aud 1 tor 1 urn ln basement, and ln the Technlcal Services area, and work and storage areas on the Second floor. All other areas wl.II be carpeted. All ceillngs on the flrst and second floors and the basement Conference Room wlll recelve new acoustical tlles. Exposed trusses ln Maln Readlng Room wlll recelve plaster and paint. However, these items wer:e not lncluded In the flnal plans and speclflcatlons due to thelr costs as well as the development of some al ternatlve space plannlng proposals which will result in the des~red l.ncreased space utIlizatlon effIc1ency. The remodel work 15 scheduled to be completed l.n October, 1987. Maln Llbrary stacks and furnlture currently stored at the Airport and the SDC Buildlng on Colorado Blvd. will be moved back to the Llbrary In November and December. It l5 antlc~pated that the Maln Llbrary will be opened to the publlc by mId-December. A formal openlng will be scheduled for January. The plans and speclficatlons of the Library re111ode1 were completed by the consult1ng archltect, A. QUl.ncy Jones and Assoclates, and revlewed by Clty staff. A Notlce Imntlng Blds was publlshed on March 26th and 27th, 1987, in the Evening Outlook, fOllr construction Journals, and seven minorlty associations. Plans and speclflcatlons were lssued to twelve contractors and ten subcontr:actors. The Bld opening was scheduled for Monday, Aprll 27, 19879 On Fr~day, Apr11 24, 1987, twelve contractors had expressed lnterest In submlttlng b~ds for the llbrary remodel work. However, on the morning of the bld opening the Dodge Report (the largest trade lndustry publicatlon) publlshed a notlce that the b~d open~ng had been postponed untll May 4, 1987. As a result of thlS notl.ce, many of the contractors who were intendlng to b~d - 3 - e e the Job postponed comp~ling their bld packages. The erroneous ~nformat~on published .In the Dodge Report was a resul t of a computer entry error by thelr staff. BLds were opened and read publlcly on Aprl1 27, 1987 by the Deputy C1.ty Clerk. As a result of the erroneous Dodge Report, the C1ty rece1.ved only theee blds at the bld openlng. Three blds were received as follows: H. A. Kaufman Company Tyler and Cobleigh, Inc. $ 945,000 $ 960,320 Cavecche Eng~neering and Construction Co., Inc. $1,087,600 City Bngloeers's Est1.mate: $ 775,000 Staff was ~nformed by the bldders that due to the lnformat1on ~n the Dodge Report the1.r blds were higher than ant1.cipated because most subcontractors were not subm1.tting bids. Due to the publ1.snlng error, staff is recommendlng that all blds be rejected and the proJect be readvertlsed. It LS ~ecommended that a new bid openlng date be scheduled for Monday, May 11, 1987, and an award of contract be made on Tuesday, May 12, 1987. Th.lS wlll cause a two-weel< delay in the scheduled constructlon and llbrary openlng. .. Recommendatlons It LS recommended that the Clty Councll reJect all blds and authorlze staff to readvertise the remodel of the Main Llbrary.
