Introduction !
ThlS report concerns waiver of competltive bid procedure and authorization
for direct negotiation for one hundred one(lOl) bus fare boxes, including
9 spares~ twenty-five(25) fare box pedestals, including 3 spares and one
(1) vacuum fare collection and processing system in the estimated amount
of five hundred forty thousand dollars($540,OOO.OO). Eighty per cent(80%)
of this amount will be funded by the Urban ~~ss Transportation Administratlon
and the remalning twenty per cent(20%) will come from sales tax proceeds
under the Transportatlon Development Act of 1971(SB325).
Background
Council authorized the submlssion of an appllcation for a federal grant
for thiS equipment August 6, 1975 (Resolution 4675 CCS). This application
subsequently was approved and Council authorlzed entry into a grant contract
on August 10, 1976.
The equipment under consideration consists of one hundred one(101) new fare
boxes, includlng 9 spares, twenty-five(25) fare box pedestals, including
3 spares and one(1) vacuum fare collectlon and processing system. The
fare boxes will replace a like number purchased in 1959 which are no longer
manufactured and for which parts are dlfficult to obtain.
The vacuum system wl1l allow emptying the fare box through a hose directly
into the vault located on the fueling island. thiS wll1 supersede the
present system of manual removal of the fare box receptacle and placing it

on a rack for later movement to the ~nterior vault. The new collection
systems currently are used by the Orange County. Long Beach. San D~ego
and San Francisco transit system.
It has been ascertained that only one(l) manufacturer manufactures fare
boxes and the vacuum system that w~ll meet the City1s current and
anticipated requirements. One of the current requ~rements 18 that the
new equipment ~nterface with twenty-five(25) fare boxes purchased in 1975.
The absence of known competit1on for this total system would make the
formal bid process an action undertaken only to comply with code requirements.
This is regarded as entailing unnecessary expense and delay, with no
assurance of tangible benefit to the City.
Recommendation
It is recommended that formal bid procedure be waived and that the C1ty
~mnager be author~zed to negot~ate dlrectly for purchase of transit bus
fare boxes and coin collection system.
