SUBJECT: Recommendation to waive formal bid requirements for
refurbishing a Leach Packmaster
Introduction
This report concerns the waiving of formal bid requirements for
refurbishing a Leach Packmaster rubbish truck.
Background
The City received no response to formal bidding The bid was
readvertised and again no response was received. Seven tv-two (72)
proposals were mailed each time. To go out to formal bid for a
third time would cause unnecessary expense and delay
Recommendation
It is recommended the formal bid process be waived and the City
Manager be authorized to execute a contract from open market
negotiations for refurbishing the packmaster

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ~ONICA WAIVING FURTHER FOfu~AL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR REBUILDING A LEACH PACKM~STER RUBBISH TRUCK
1.JHE REAS , the City of Santa Monica Sanitation Department
has a requirement for refurbishing a rubbish truck, and
HHEREAS , the truck equipment must be rebuild this fiscal
year, and
~"'HEREAS , to the best of Staff's knowledge no co~pany is
interested in supplying this service, and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS.
SECTION 1 That the City Council finds that the require-
ment exists to rebuild the oackmaster truck
SECTION 2. That further bid solicitation would cause
unnecessary expense and delay.
SECTION 3. That the City Manager is authorized to find a
vendor through ne~otiations to perform the rebuilding, and is
hereby authorized to excute a purchase agree~ent for the service.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter t~e sa~e shall
be in full force and effect.
