SUBJECT: Recommendation to Reject the Bid to Furnish and
Delivery Miscellaneous Paints and Paint supplies,
Bid #2195
INTRODUCTION
This report concerns rejection of the bid to furnish and deliver
miscellaneous paints and paint supplies at specified unit prices,
plus applicable sales tax.
BACKGROUND
In response to published Notices Inviting Bids (published
September 16 and 19, 1988) to furnish and deliver miscellaneous
paints and paint supplies in accordance with city specifications,
bids were received and publicly opened and read on October 6,
1988. Proposal forms were mailed to two vendors and notices were
advertised in accordance with City Charter and Municipal Code
provisions. Two proposals were received as follows:
Cost of a representative array of paint and paint supplies:
Dunn Edwards Corp. $27,689.74
Sinclair Paint Co. $30,728.50

Both bids are non-responsive because neither bid all items and
Dunn Edwards only guaranteed prices for four months and not
twelve months as specified.
Staff wishes to rebid the paint and paint supply requirement and
expand the vendor bid list.
RECOMMENDATION
It is recommended that the bids from Dunn Edwards and sinclair
Paint Co. be rejected and staff be directed to rebid as
specified.
