SUBJECT: Recommendation to waive formal bid requirements for
refurbishing a Leach Packmaster
Introduction
This report concerns the waiving of formal bid requirements for
refurbishing a Leach Packmaster rubbish truck.
Background
The City received no response to formal bidding. The bid ,..,as
readvertised and again no response was received. Seventy-two (72)
proposals were mailed each time. To go out to formal bid for a
third time would cause unnecessary expense and delay.
Recommendation
.
It is recommended the formal bid process be waived and the City
Manager be authorized to execute a contract from open market
negotiations for refurbishing the packmaster.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ~ONICA 'HAlVING FURTHER FOR.'1AL BID
PROCEDURE k~D AUTHORIZING DIRECT NEGOTIATION
FOR REBUILDING A LEACH PACKMASTER RUBBISH TRUCK
WHEREAS, the City of Santa Monica Sanitation Department
has a requirement for refurbishing a rubbish truck, and
WHEREAS, the truck equipment must be rebuild this fiscal
year; and
WHEREAS, to the best of Staff's kno~ledge no comnany is
interested in supplying this service; and
NOW THEREFORE, THE CITY COTJNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS
SECTION 1. That the City Council finds that the require-
ment exists to rebuild the packmaster truck.
SECTION 2. That further bid solicitation would cause
unnecessary expense and delay.
SECTION 3 That the City Manager is authorized to find a
vendor through negotiations to perform the rebuilding, and is
hereby authorized to excute a purchase agreement for the service.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter t~e sa~e shall
be in full force and effect.
