SUBJECT: Increase in Non-Res1.dent Fee for Library Cards
INTRODUCTION
This is a recommendat1.on that Councll 1.ncrease the fee for
non-resldents who purchase a Llbrary Card In order to bring the
charge more ~n 11.ne with residents' costs.
BACKGROUND
On July 25, 1978 Councl.l adopted Ordl.nance No. 1098 (CCS) .
Sect~on 3 states, "All persons \.,ho are not residents of the
C1.ty of Santa Monlca except those who pay property taxes to the
City of Santa Monica, full tlme students ~n schools located in
the City of Santa Monlca or attached to the Santa Monica Un~fled
School District and persons who are employed ~n the C1.ty of
Santa Mon1.ca shall pay an annual fee of twenty ($20 ) for the
priv~lege of borrowing books and other matter from the publ1.c
library. "
Sect~on 5 states that the fee for non-resldent borrow1.ng pr1.v1.leges
shall be establ1.shed by ord1.nance.
The L~brary est~mates that Santa Monlca residents are now paYlng
twenty-four ($24) per capita for 11.brary services. Ra~sing the
present $20 fee for non-residents to $25 w1.l1 assure that
non-residents pay a fair share of the cost of ll.brary serV1.ces.

FINANCIAL ANALYSIS
The non-resldent fee increase was cons1.dered in preparation
of the 1983/84 L~brary Budget. No 1.ncrease 1.n revenue, however,
was proJected because fewer people were expected to pay the fee
at the h1.gher pr~ce.
RECOMMENDATION
Staff recommends that the Clty Counc1.1 d~rect the Clty Attorney
to prepare an ord1.nance ra1.s1.ng the non-res1.dent fee for borrowing
pr1.vileges from $20 to $25.
