SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
APPLICATION FOR LAND AND WATER CONSERVATION FUND
PROGRAM GRANT
INTRODUCTION
This report requests that the city council adopt a resolution
authorizing application for grant funds under the Land and Water
Conservation Fund Program of the National Park Service and
requests authorization for the city Manager to apply for funds
for construction of the new restroom facility at Stewart Street
Park.
BACKGROUND
The Land and Hater Conservation Fund Program provides funds to
federal agencies, the fifty states and six territories. The
program, which is administered nationally by the National Park
Service became effective in January 1965, and is authorized for a
twenty five year period. Under the provisions of the California
outdoor Recreation Resources Plan Act of 1967, the expenditure of
funds allocated to California is administered by the state
Liaison Office (SLO), who is the director of the state Department
of Parks and Recreation.

Funds for the program are derived from federal fees,
sales of federal surplus real property, the federal motorboat
fuels tax, and the outer continental Shelf mineral receipts.
Local agencies eligible to share in the funds are counties,
cities, recreation and parks districts and special districts with
authority to acquire, develop, operate, and maintain public park
and recreation areas. Eligible items include support facilities
such as restrooms. This proposal is for the development of a new
restroom facility at stewart Street Park.
This is a reimbursement program. The City is expected to finance
the entire project (currently part of the projected Phase IV
Development for the stewart street Park) . Fifty percent of the
actual expenditures up to the support ceiling of the grant will
be refunded when the project has been completed, if the grant is
approved.
BUDGET/FINANCIAL IMPACT
The allocation will represent an increase in budgeted revenues
available to the City. The current projected cost for this
restroom facility is $95,000. An allocation of fifty percent
reimbursement could potentially save the City up to $47,500 on
the total cost of this construction.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt the attached resolution authorizing the preparation of
an application for a Land and Water Conservation Program
Grant;

documents to apply for the funds for the construction of the
stewart street Park restroom facility.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE APPLICATION FOR LAND
AND WATER CONSERVATION FUNDS FOR THE STEWART
STREET PARK RESTROOM PROJECT
WHEREAS, the Congress under Public Law 88-578 has
authorized the establishment of a Federal Land and Water
Conservation Fund Grant-In-Aid Program providing matching funds
to the state of California and its pOlitical subdivision for
acqu,lring lands and developing facilities for public outdoor
recreation purposesi and
WHEREAS I the state Department of Parks and Recreation lS
respor.sible for the administration of the program within the
state, and for setting up necessary rules and procedures
appllcation by local agencies under the programi and
WHEREAS, said adopted procedures established by the state
Department of Parks and Recreation requires an applicant to
certify by resolution the approval of an application and the
availability of local matching funds prior to submission of said
application to the statei and
WHEREAS, the project must be compatible with the
applicant's land use plans immediately surrounding the project.

l WHEREAS, the proposed restroom facility at stewart stree~
Park is consistent with the statewide Comprehensive Recreatio~
Resources Plan: California Outdoor Recreation Plan - 1988,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1- The filing of a Land and Water Conservation
Fund assistance appllcation far the construction of a restroom
fac~lity at Stewart Street Park is approved and authorized.
SECTION 2 . The City Council certifies that the Clty of
Santa Monica has matching funds for the project and can flnance
one hundred percent of the project, half of which will be
reimbursed.
SECTION 3. The City Council certifies that the project is
compatible with the land use plans of the city of Santa Monica
immediately surrounding the project.
SECTION 4. The City Manager or his designee is authorized
to conduct all negotiations, execute and submit all do CUl"',en ts
including, but not limited to, applications, agreements,
amendments, invoices and billing statements, which may be
necessary for the completion of the aforementioned project.

SECTION 5. The City Clerk shall certify to the adoption of

in full force and effect.
