SR-6-I (23) ... . . , --I 2&6"003 PURCH:EOB:klc Santa Monica, California MAY 2 2 1990 f2271cc (f2272cc) Council Meeting: May 22, 1990 TO: Mayor and City Council FROM: City staff SUBJECT: Recommendation to Award Bids to Furnish and Deliver Hot Meals and Frozen Meals for the Senior Nutrition and Recreation Program, Title III-C-1, Bids #2271 and #2272 Introduction This report concerns award of bids to furnish and deliver hot meals and frozen meals for the Senior Nutrition and Recreation Program, Cultural and Recreation services Department, at a rate of $2.28 per meal for hot meals and $2.33 per meal for frozen meals, with three one-year options based on the Consumer Price Index. Background In response to published Notices Inviting Bids (published March 12 and 13, 1990) to furnish and del i ver hot meals and frozen meals for the senior Nutrition and Recreation program in accordance with City specifications, bids were received and publicly opened and read on April 3, 1990. Proposal forms were mailed to nine vendors and notices were advertised in accordance with city Charter and Municipal Code provisions. Two proposals were received as follows: BID #2271 BID #2272 HOT MEALS FROZEN MEALS Unicorn Express (WMBE) $2.28/meal $2.33/meal Cabaret Catering $2.30/meal $2.47/mea1 . (, -I - 1 - MAY 2 L 1990 .... . . It is estimated that 53,928 complete hot meals an 18,250 complete frozen meals will be provided. It was required that all bidders be approved by the Los Angeles Area Agency on Aging. staff conducted a comprehensive, detailed analysis and bid evaluation which included site and field visitation at each catering company. This included visits by the nutrition advisory council members and City staff, visits at senior citizen lunch sites to be served by the caterers and by the proj ect dietitian. Menu's were thoroughly reviewed as to taste, quality, variety and nutritious content. The lowest and best bids submitted by unicorn Express meet or exceed the city.s specifications and complies with the Los Angeles County Nutrition Policies requirements and all the applicable state and Federal regulations. BUdget/Financial Impact Fiscal Year 1990/91 appropriation authority for these purchases will be in the proposed FY 1990/91 city budget, senior Nutrition Division, Cultural and Recreation Services Department, account number 01-400-544-00000-4437-00000. A caromi tment has been received from the County of Los Angeles for funding under the Older Americans Act. Recommendation It is recommended that the award of Bids #2271 and #2272 be made to Unicorn Express Company at a rate of $2.28 per meal for hot meals and $2.33 per meal for forzen meals, with three one-year options based on the Consumer Price Index, as the lowest and best bidder.
