Subject: Request to Reject All Bids on Bld Number 1817 for
Debrls Haullng Servlces and to Approve Payment Not to
Exceed $30~OOO.OO for Current and Future Involces.
INTRODUCTION
ThlS r e port requests the Clty Councll to reject all bids for Bld
Number 1817 for debris hauling services for the General Services
Depa rtment and authorlze a new bld for t~lS service.
It 1 S also requested that approval be given to pay current and
future lnvoices in an amount not to exceed $30~OOO.OO for debrls
hau11ng serVlces unt11 a purchase order 15 issued.
BACKGROUND
Staff 1 S request1ng that Bid Number 1817 be rejected due to the
fa ct that the City's bid speclficatlons were somewhat ambigious
and resulted 1 n bids that could not be obJect1vely evaluated.
The speClf1c pOlnt of confusion was that the bid spec1ficat1ons
requested a price per cubic yard for debris hauled. However~ two
of the bldders submltted a prlce based upon the load capacity of
the hauling vehlcle WhlCh is usually not the same as cubic yardS
actually hauled. The t h 1 rd bidder bld an hourly rate with no
refe ren ce to cubic yards hauled.

In view of the vanety of bids recelved it 1 s Staff's opinlon
that the bi d 5 be rejected, the bld speciflcatlons reWrl tten and a
new blddlng process conducted.
FINANCIAL ANALYSIS
On August 23, 1982, the General Servlces Department submltted to
the Purchaslng Department a requisltion to provide debns hauling
serVlces for a one year period. Whereas a purchase order for
these serVlces has stlll not been issued, 1t 1 S necessary to
request approval of payment not to exceed $30,000.00 for current
and futu re lnvoices for haullng serVlces. Budgeted funds are
avallable from Account Numb e r 25-500~671-000-638 for these
payments.
RECOMMENDATIONS
1. It is recommended that the C 1 ty Council adopt the attached
Resolutlon rejecting a11 blds for 81d Numbe r 1817 for debns
haullng services and lnstruct Staff to lnftiate a new blddlng
process wlth new b,d speclflcatlons.
2. It 1 S recommended that the City Council approve payment of
eXlstlng and future lnVOlces for haullng services in an
amount not to exceed $30,000.00 from Account Numbe r
25-500-671-000-636 untl1 a purchase order 1 s issued.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FORMAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR DEBRIS HAULING SERVICES
WHEREAS. Formal Bid No. 1817 for debris hauling
services produced no responslble bids;
WHEREAS. the City Council has determlned that debrls
hauling services may be purchased under more favorable
circumstances in the open market; and
WHEREAS, the Ge n era 1 Services Department has need of .
debrlS hauling services.
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS; ~
SECTION 1. That bi ds are hereby rejected for the
purchase of de b r is hauling services since the services may be
purchased under more favorably in the open market.

SECTION 2. Competitive bidding is he reby ;. wa i ved
pursuant to Section 2508 of the Santa Monica Municipal Code.
SECTION 3. The C,ty Manager is hereby authorized to

Department for the period of May 1, 1983 to April 30, 1984.
