Introduction
ThlS repo rt requests the City Councll to reject bids for the
renovation of the Alternatlve Birth Center to be operated by the
L. A. Chil dbl rth Center.
Background
On July 27 t 1982t City Councll appropn ated $10tOOO prior to
identlflcatlon of a speclflc site for the renovation of a
bUlldlng to be converted to an Alternatlve Birth Center. When
the slte was found (1200 P1CO Boulevard)t it was determlned that
the cost of renovation would requi re additlonal funds. On
November 23t 1982t Clty Councll approprl ated an addltlonal
$24t3OO in CDBG funds for a total of $34t300 for the renovation
of the proposed Blrth Center.
The Notlce Invitlng Blds was publlshed June 2 and 3t 1983. Plans
and speclflcations were lssued to 5 contractors. 81ds were
opened and read publicly by the Deputy C 1 ty C 1 e r k on June 20t
1983.
Three bids were recelved as follows:

The low bid was not complete under Clty and State requlrements as
the bldder failed to return a requlred bld bond with his
proposal. As the Clty'S bid requlrements specl fl cally state that
"No bid wl1l be consldered unless 1 t 1 S accompanled by such check
or bond", 1t is staff1s opinlon that 1ncomplete blds should be
reJected.
Staff 1S request1ng Counc1l to reJect all blds as the next low
b1 d was $48,000. Additional funds would have to be approprl ated
1 n the amount of $25,700 to complete the project and allow for
contingencles.
The project will be redeslgned and rebid 1 n F1scal Yea r 1983-84.
Recommendatlon
It 1 S recommended that the City Council reject all b1ds for the
renovat1on of the proposed Alternatlve B1rth Center.
