These two small prOjects were comb1ned for ease 1n construct1on admlnlstrat1on. They are be1ng constructed w1th Jobs B111 funds Wh1Ch requ1res Federal contract1ng regulat1ons. A Not1ce Inv1tlng B1ds was publ1shed on September 29 and 30, 1983, 1n the Even1ng Outlook and in 8 construct1on Journals. Plans and speclficatlons were lssued to 13 contractors. Inc. $56,921.65 59,897.50 62,890.00 63,365.00 65,164.25 Dur1ng the perlod the Job was advertised, staff told contractors that a C-I0 11cense would be acceptable to perform the work. Th1S statement was based on the bel1ef that the major monetary port1on of the contract would be elecrlcal work for which a C-I0 11cense 1S acceptable and the street work would be lnC1dental. Upon openlng the blds, lt was found that the street work was the major portlon of the contract. Under the State's Business and Profess10nal Code, the State Llcensing Board requlres an A llcense for such street work. Based on the fact that the City represented to contractors that a C-I0 llcense would be acceptable, it 15 the Clty Attorney.s opln10n that all blds be rejected and the project be re-bld. BudgetjFlnancial Impact There 1S no budgetjflnanc1al lmpact other than additional legal advert1s1ng costs. 2 ~.
