Introductlon
ThlS report request that the Clty Councll reject all blds for a
dynamometer for use by the Mechanlcal Malntenance Dlvlslon of the
General Services Department.
Background
Durlng the FY 1983-84 budget seSSlons Clty Councll approprlated
funds In the amount of $44,000 for purchase of a dynamometer.
ThlS machlne would be used to slmulate road test condltlons
durlng the repalr of a motor vehlcle. Notlce Invltlng Blds was
publlshed on November 16 and 17, 1983 ln accordance with Clty
speclficatlons.
Proposal forms were mal led to 17 vendors and
notlces were advertlsed In accordance wlth Clty Charter and
MunlClpal Code provlslons.
Blds were recelved and pUbllCly
opened and read on November 29, 1983. Four blds were recelved as
follows:

Staff lS recommend1ng that the b1ds for the dynamometer be
rejected. Staff has reevaluated the need for the dynamometer and
does not bel1eve that there 1S suff1c1ent Just1f1cat1on to
support the purchase of the dynamometer at thlS t1me. The maln
benef1ts from the ownernsn1p of a dynamometer were to be from
fuel sav1ngs and 1mproved eng1ne performance. However, staff nas
not been able to determ1ne the magn1tude of these beneflts and
thus

It has been
determlned that when a dynamometer 1S needed to f1ne tune a C1ty
veh1cle's performance, (e.g. a refuse transfer truck) that the
vehlcle can be taken to one of several faC1l1t1es 1n Los Angeles
that w1ll test the veh1cle for a reasonable charge.

Staff requests that these funds remaln 1n these accounts pend1ng
