the C1V1C Center Parklng Lot
Introductlon
ThTS report requests that the Clty CouncIl reJect all blds for
modlflcatlons to the C1V1C Center Parklng and authorlze staff to
readvertlse for compet1tlve bld.
Background
For many years, the Clty has experlenced problems lncludlng
Shortage of
Center.
parklng for patrons and employees at the C1V1C
All Clty and County Courthouse employees and Vls1tors park 1n the
Clty-owned lot (except for 20 spaces provlded by the County for
Judges).
In addltlon to the unava11ablllty of parklng spaces,
the C1V1C Center lot needs resurfaclng -- the pavement has
deterlorated and there are numerous holes and ravels ln the
surface.
To solve these problems, staff has deslgned lmprovements to the
parklng
areas south of the County BUlldlng and at the C1V1C
Audltorlum to provlde a comblned larger parkIng faCll1ty. The
proposed modlflcatlons lnclude reconstructlon, restrlplng and
landscaplng to provlde 70 add1t1onal spaces (for a total of 872).

Clty staff has negotlated an agreement wlth the Los Angeles
County WhlCh provldes for partlclpatlon by the County to equal
one-half the costs of lmprovlng the C1V1C Center parklng lot.
The total cost 1S estlmated to be $269.000. The County wlll pay
one-half the cost of constructlon In equal lnstallments over the
next three years.
Durlng each of the three years. the County
wlll be allocated 300 free parklng permlts for thelr employees.
After that perlod. an equltable parklng arrangement wlll be
negotlated wlth the County.
In antlc1patlon of the County slgnlng the agreement, the Clty
proceeded
wlth
advertlslng
and
openlng of bld for the
constructlon of the proJect.
However, as of thlS date, the
agreement wlth the County has not been slgned. Staff bel1eves
that award of the contract should be delayed untll the agreement
wlth the County has been slgned.
Award of Bld
A Notlce Invltlng Blds was publlshed on November 1 and 2, 1983,
In the Evenlng Outlook and ln 8 constructlon Journals. Plans and
speclficatlons were submltted to 21 contractors.
Blds were
opened and read publlCly on November 28, 1983 by the Deputy Clty
Clerk.
