SUBJECT: Recommmedatlon to Reject all Bids for the
Construction of a WheelchaIr Ramp at the Santa
Monla PIer
IntroductIon
ThIS report requests the City Council to reject all bIds for the
ConstructIon of a Wheelchair Ramp at the Santa MonIca Pier.
Background
A NotIce InvitIng BIds was published on May 31, and June 1 , 1984,
In the EvenIng Outlook and In 9 constructIon Journals. Plans
and speCIfIcations were issued to 4 contractors. Bids were
opened and read publICly on June 11 , 1984, by the Deputy CIty
Clerk.
Two bids were receIved as follows:
1- Damon ConstructIon Company $68,785.00
2. Eubanks ConstructIon Corporation 63,726.00
The two bids receIved are excessively hIgh, In Staff's opinion,
compared to the $20,000 allocated from CommunIty Development
Block Grant funds for this project during FY 1983-84. Also,
plans for the new Carousel Park, scheduled to be bUilt WIthIn one
year, Include an access ramp for the dIsabled. The hIgh cost of
thIS project coupled with the acceSSIbilIty deSIgn of the Park

lead staff to recommend that all bids be rejected and that thiS
prOject be dropped from further consideration. The Pier
Restoration Corporation has been advised of th~s decision and
finds it acceptable.
Budget/Financial Analys1s
The $20,000 will remain in the CDBG program budget (Account No.
19-720-262-000-927) to be allocated for other barr1er removal
proJects.
RecommendatIon
It 1S recommended that the C1ty CouncIl reject all bids for the
construct1on of a wheelchaIr ramp at the Santa Monica PIer.
