Background Dur Ing the FY 1982-83 budget se SSIons , the C 1 ty Counc 11 approprIated fupds ln the amount of $15,000 for the constructIon of a Tot Lot ln LIncoln Park. The total amount was reapproprIated In FY 1983-84. On October 27,1983, the CIty was notlfled of Its ellglbIllty for a State Land and Water ConservatIon Fund grant In an addItIonal amount of $15,120. Dur ing FY 1983-84, fund s ln the amoun t of $4,566 wer e used for desIgn serVIces. On June 26, 1984, staff presented a report to Clty Council lI"dlcatlng that bIds receIved on the project were excessively hIgh. All blds were rejected by CouncIl. Funds In the amount of $9,506 were then used to purchase play equIpment. Unencumbered remalning funds in the amount of $928 were reapproprIated In FY 1984-85 at account 53-740-511-000-906. It was anticipated that the $15,120 from the Land and Water Fund grant and the reapproprIated $928 would be a sufficient amount to fund the modIfIed proJect. A Notice InVItIng BIds was published on August 27 and 28, 1984,In the EvenIng Outlook and In 8 construction Journals. Plans and speCIfIcations were Issued to 15 contractors. Bids were opened and read publicly on September 24, 1984, by the Deputy CIty Clerk. Two bIds were receIved as follows: Damon Construction Company $29,575 Ryco ConstructIon Company 33,133 DeCiSion to Reject BIds The bIds received OP September 24, 1984, again exceeded the funds ($16,048) available. Staff belIeves that the bIds are exceSSive for the scope of work and recommends that the bids be rejected. Staff solICIted Informal bids from fenCing contractors rather thal1 general contractors for the Installation of perImeter fenCIng and gates. The bIds received were substantIally lower, and Within the funds available. Staff Intends to proceed WIth this work through the purchase order process. It was antIcIpated that adjustment of budget revenues apd approprIation authorlty would be handled at the tlme of award of bid. In order to make the grant fund available for perimeter fenclng and other minor Improvements, Revenue Account No. 20-932-370-000-000 must be establIshed In the amount of $15,120 and approprIatIon authorIty In Account No. 20-740-511-000-906 must be establIshed at $15,120 by the Councll to reflect the grant revenue. Hence, a total of $16,048 In approprlatloP authorIty WIll be available for thIS project ($15,120 + $928). Recommendation It IS recommended that the Clty Councll: 1- Reject all bIds for fencIPg and concrete work at Llncoln Park Tot Lot. 2. Establ1sh Revenue Account No. 20-932-370-000-000 1n the amount of $15,120. 3 . Approve approprIatIon authorIty In Capltal Projects ExpendIture Account No. 20-740-511-000-906 In the amount of $15,120. 4. AuthorIze staff to use State Land and Water Conservat1on Funds 1n the amount of $15,120 for per1meter fencing and other improvements at LIncoln Park Tot Lot.
