Background In July 1983, the CIty CouncIl Instructed CIty staff to reconflgure 4th Street between PICa Boulevard and HIll Street from two lanes 1n each dlrect10n to one lane In each dIrection with a pa1nted, center med1an strip for parkIng. Funds were approprIated In FY 1983-84 and carrIed over untIl the proJect was approved bj the Coastal CommIssion. Af~er a one-year experImental perlod, the Coastal CommISSIon approved the permanent constructIon of d ral.sed, landscaped medlan on Aprll 10, 1985. A NotIce InVItIng Blds was publlsned on June 24 and June 25, 1985, In the EvenIng Outlook and In fIve construct1On Journals. The NotIce was also sent to four minorIty bUSIness assoc1atlons. One bid was received as follows: Tom Downey Contractor Inc. $200,000 CIty EngIneer's EstImate: $171,000 rhe only bid recelved was $29,000 over the amount budgeted fOJ: tne proJect. 'rhe st:aff contacted the other contractors who plcked up plans and speciflcations to ~nqulre why they did not submlt a bld. It was determ~ned that there w~11 be addltlonal interest ~f the proJect is rebld and minor modifIcatIons are made to the plans and specs. Many of the contractors were too busy at thIS t1me to bld on the proJect but wll1 be free to bld at a later date. Also, certaln trees were specified ln the bId speclflcat10ns that are very dIffIcult to Otlta1n locally. At least one contractor stated that thIS fact precluded subm1ttIng a b1d. If the proJect 15 rebId a more common (and lower cost) tree WIll be speclfled.
