SUBJECT. Recommendation to reject bid for rebuilding and
refurbishing trucks. Bid No. 1296
Introduction
This report concerns the rejection of the one (1) bid received
to rebuild and refurbish three (3) refuse truck chassis with tilt
cabs. This is a pilot project to ascertain the feasibility of
rebuilding existing trucks in lieu of purchasing three (3) new
trucks budgeted in account 01-500-441-000-950, Refuse Collection
and Disposal Capital Outlay.
Background
This rebuilding/refurbishing consists of replacing cabs, wiring,
instruments, suspension bushings and other assemblies which deterio-
rate due to age or normal use. Diesel engines, transmissions,
differentials and major suspension elements are not replaced. This
type of program has been accepted by the commercial trucking industry
since overall costs generally are less than half of comparable new
truck prices.
In response to published notice inviting bids to rebuild and re-
furbish three (3) Ford 1970 trucks, one (1) bid was received and
publicly opened and read in the office of the City Manager August
4, 1977. Proposal forms were mailed to ten (10) truck dealerships
considered capable of this work and notices were advertised in
accordance with city charter and municipal code provisions.

Staff now feels that greater dealer competition would have been
encouraged by eliminating the ten per cent (10%) bid bond require-
ments of the proposal form. This requirement will be withdrawn in
a subsequent solicitation if the present bid is rejected.

It is recommended that the one (1) bid received for rebuilding and
refurbishing trucks be rejected.

SUBJECT: Recommendation to accept bid for purchase of
used airplane. Bid No. 1265
Introduction
e
This report concerns the recoillwendation to accept the bid of
$12,000.00 for one Cessna 172 Skyhawk airplane including spare
parts and equipment. This airplane formerly was used by the
Police Department.
Background
At its regular meeting of February 22, 1977. the Council adopted
a motion that the matter of the police aircraft be brought up
during 1977-78 budget consideration and that the aircraft not
be sold until the Council can review the offer.
In response to published Notice Inviting Bids, proposals were
received and publicly opened and read in the office of the City
Manager April 26, 1977. Proposal forms were mailed to sixty-
nine (69) prospective buyers and notices were advertised in
accordance with city charter and municipal code provisions.
This advertising was supplemented by direct mail and adver-
tising in aircraft-oriented publications.
