SUBJECT Report of Emergency Purchase - Tracked Loader Reoair

This report concerns emergency purchase of repairs to vehicle number 424,
a 1971 Nodel 955 Caterpillar diesel tracked front-end loader, in the
approximate amount of twenty thousand dollars ($20,000.00) . This ourchase
will be charged to account number 01-500-421-000-292, Street ~epartment
vehicle repairs. This report is submitted in accordance ~ith Section 2509,
Santa Monica Municipal Code.
Background
This tracked loader is the largest piece of equipment of its type in the
Street Department and has been operated virtually each working day with
no major repairs since acquired in 1971. This loader l:vas take"l to
Shepherd Machinery Company for correction of a power train problem and
when the machine was dissassembled, it was found that the tracks, sprockets,
idlers, bushings and brakes were worn to the point where excessive down-
time could be expected unless these parts were replaced. In order to
return this necessary equipment to service as soon as possible, Shepherd
Machinery Company, the only franchised Caterpillar dealer in the metro-
politan area, was directed to proceed with the repairs. To have called
for bids would have entailed expense and unacceptable delay with no
assurance that qualified competition would develop.
Recommendation
It is recommended that the City Council approve this emergency expenditure.
