SUBJECT: Reconunendation to Award Bid to Provide Complete Land-
scape and Tree Maintenance of Third street Promenade,
Bid #2267
Introduction
This report concerns award of bid to provide complete landscape
and tree maintenance of the Third Street Promenade for the Parks
Division, Cultural and Recreation services Department, at
specified monthly unit prices.
Background
In response to published Notices Inviting Bids (published
January 17 and 18, 1990) to provide complete landscape and tree
maintenance of the Third street Promenade in accordance with city
specifications, bids were received and publicly opened and read
on February 6 r 1990.
Proposal forms were mailed to fourteen
vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions.

staff has evaluated the low bid and finds that it meets City
specifications. The two other bidders did not attend the adver-
tised prebid conference nor request to be shown the scope of work
to be performed. without this information, it is understandable
that they could submit substantially higher bids.
BUdget/Financial Impact
Fiscal Year 1989/90 appropriation authority for this purchase is
in the Parks Division,
CuI tural and Recreation Services
Department, account number 01-400-511-00000-5501-00000. For the
period July 1, 1990 through February 28, 1991, appropriation
authority will be as set forth in the FY 1990/91 budget.
Recommendation
It is recommended that the award of Bid #2267 be made to
Landscape West, Inc. at specified monthly unit prices, as the
lowest and best bidder.
