INTRODUCTION:
The Pollce Department lS deslrous of expedltlng the hlrlng and tralnlng of flve
Co~unlty Servlce Offlcers to allevlate the report caseload now handled by patrol
offlcers. Due to a recent turnover of personnel In the Purchaslng Department, vehlcles
to be used by the Cornmunlty SerVlce Offlcers upon completlon of formal tralDlng may not
be avallable If they are obtalned through the tradltlonal formal bld process. ThlS
report shall seek approval for the dlrect purchase of three vehlcles, and thereby
avold the tlme-consumlng and potentlally costly forNal bld process.
BACKGROUND:
On Augu st 30, 1979, a requlsltlon was submltted by the Pollce Department to Purchaslng.
ThlS requlsltlon called for the purchase of three new, 1979 model, compact or sub-compact
statlon wagon or "hatchback" type vehlcles, wlth dellvery requlred no later than
October 15, 1979. A set of speclflcatlons was attached to the requlsltlon for reVlew
by potentlal bldders.
The Pollce Department was recently lnformed that due to personnel turnover In the
Purchaslng Department, the request for blds from local dealershlps would not be
released for approxl~tely three to four weeks from thlS date, wlth the actual bld
selectlon not occurrlng for several weeks thereafter. ThlS delay In submlttlng bld
lnvltatlons to the dealers for formal blds poses two rather serlOUS dlfflcultles: flrst,
lt wlll be lmposslble for the cars WhlCh are ultlmately purchased through the formal
bld process to be readled In tlffie for the concluSlon of the tralnlng seSSlons provlded
for the Communlty Servlce Offlcers. Second, and perhaps more lmportant, the dealers
who have been contacted In connectlon wlth SupplYlng these vehlcles have unlformly
lndlcated that the ma]orlty of thelr 1979 modelS have been sold due to rlSlng gasollne

average pr~ce illcreases of 5%. Thus, ~t would seem deslrable to attempt to purchase
1979 model vehlcles whlle they remaln avallable and less expenslvE.
Members of the Pollce Department's Plannlng and Research Unlt have completed a
comparatlve analysls on compact and sub-compact vehlcles currently avallable, and have
read extenslvely varlOUS road tests of those same vehlcles performed by automoblle
magazlne publlshers, Consumer Reports, and the Automoblle Club. ThlS research should
enable the Pollce Department to make an lnformed selectlon of an automoblle based on
varlOUS conslderatlons, lncludlng lDltlal cost, performance, gas mlleage, and carrYlng
capaclty.
If allowed to purchase the vehlcles dlrectly, the Pollce Department should be able to
meet the very crltlcal dellvery deadllne It has establlshed, and remaln wlthln the
per-car pYlee parameters WhlCh are especlally deslrable ln thlS post Proposltlon 13 era.
ALTERNATIVES:
1. Purchase the three vehlcles through the formal bld process, WhlCh may take
approxlmately SlX to elght weeks to complete, and result In the ultlmate purchase
of hlgher-prlced 1980 model cars.
2. purchase the three vehlcles dlrectly from a local dealershlp, wh~ch wlll constltute
a probable savlngs ln tlme and money, and allow the cars to be ready for operatlon
upon the completlon of tralnlng for the Communlty Servlce Offlcers.
RECm-r-lENDATION:
It is reco~ended that the Cauncll approve alternatlve ~2 and allow the Pollce
Department to purchase the three vehlcles dlrectly, based upon recommendatlons by the
Plannlng and Research Unlt.
