ReJection of Bid # 1675 and request for authorization to purchase
a self-propelled llfter
Background
This report requests the Council reject bids for the purchase of one fifty-
f1ve foot tower truck and authorlze the purchase of one self-propelled lift.
D1Scussion
The purchas1ng agent has advertised and received bids for the purchase of
one fifty-f1ve foot tower truck as approved in the 1981-1982 Recreation
& Parks Department budget in the amount of $67,000.00. Two bids were
received and ranged from 581,000.00 to $84,000.00. The additlonal cost
is due to several factors: an unforseen general base price increase. the
addlt10n of a power tool system to the spec1fications and addltional
improvements to the original truck specifications. Due to budget con-
straints Staff 1S not requesting the additional appropriation necessary
and wll1 defer replacement unt1l 1982-1983.
The replacement of an existing 14-year-old self-propelled lift, used for
tree tr1mm1ng, was requested 1n the 1981-1982 Park Division budget. Due
to budget restrictions thlS item was not approved. In August, 1981,
Mechanical Maintenance declared the eX1sting lift no longer repairable
and permanently out of serVlce. In order to mainta1n the work schedule,
Park Divls10n rented a 11ft at a rate of $1,200 per month for two months.
The rental company, Californla Truck Company, Inc., has advised staff
that, should the City choose to purchase thlS unlt, 75% of the rental pald

by the Clty may be applled to the purchase prlce of $19,500.00 plus tax.
The estimated purchase price in the budget was $23,000.00 Staff has re~
searched SlX other vendors 1nformally and has found no comparable nearly-
new equ1pment ava1lable at this time.
Recommendation
1. It is recommended that all bids on Bid # 1675 for one fifty-five foot
tower truck be rejected.
2. It is recommended that Council walve the formal bidding process on the
procurement of the rental self-propelled 11ft.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
WAIVING FORMAL BIDDING PROCEDURES AND AUTHORIZING THE CITY
MANAGER TO PURCHASE A SELF-PROPELLED LIFT.
WHEREAS~ one of the City's lifts used in tree trimm1ng is fourteen
years old and is no longer operable w1thin prescr1bed safety limits and,
WHEREAS, it is econom1cally 1nfeasable to repair the lift to OSHA
Standards and,
WHEREAS, the rental agency for the rental lift will allow 75% of the
first two months rental to be appl1ed toward the purchase of the 11ft and,
WHEREAS, staff has lnformally canvassed SlX other vendors for slmilar
lifts in near-new condition wlthout the f1nding of any comparable equipment
available.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Council hereby finds that a need exists for the
procurement of one lift for tree trimming purposes to maintaln a safe tree
trimm1ng program.
SECTION 2. To formally advert1se for blds would be of no avail and
cause unnecessary expense and delay_
SECTION 3. Formal b1dding is hereby walved.
SECTION 4. The City Manager is hereby authorlzed to execute a contract
for the purchase of the lift currently being rented, applying 75% of the rental
to the purchase price.
SECTION 5. The Clty Clerk shall certify to the adopt1on of this
resolution. and thenceforth and thereafter the same shall be in full force
and effect.
