Background In response to published Notices Inviting Bids (published February 1 and 2, 1990) to provide landscape maintenance at isolated City property sites in accordance with City specifications, bids were received and publicly opened and read on February 22, 1990. Proposal forms were mailed to fourteen vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Landscape maintenance for eleven ( 11) Parking Authority sites: Landscape West, Inc. $7,500.00/year California Landscape Maintenance, Inc. $12,240.00jyear A landscape maintenance contract has been awarded for the past nine years. The contract includes maintenance of 21 Parks Division sites including median strips and small landscaped islands throughout the City as well as landscape maintenance of 11 Parking Authority sites. Due to the large number and isolated nature of these sites, staff has determined that it is not efficient to deploy city Parks Maintenance crews to perform these maintenance functions given the valuable time lost in travelling and moving maintenance equipment from site to site. In addition, City maintenance staff is currently maximally committed to maintaining the City's parks and major landscaped thoroughfares. staff has evaluated the low bid and finds that it meets city specifications, and is below the budget estimate. - 2 - . . . ---- Budget/Financial Impact Fiscal Year 1989/90 appropriation authority for this purchase is in the Parks Division of the Cultural and Recreation Services Department, account number 01-400-511-00000-5501-00000, and in the parking Authority of the General services Department, account number 77-500-610-00000-5501-00000. For the period of July I, 1990, through February 28, 1991, appropriation authority will be as set forth in the Fiscal Year 1990/91 budget for the Parks Division, Cultural and Recreation Services Department and the Parking Authority, General Services Department. Recommendation A) City Council: It is recommended that the award of Bid #2269 be made to Landscape West, Inc. in the total amount of $63,999.96 per year, for the Parks Division, Cultural and Recreation Services Department for a one-year period, as the lowest and best bidder. B) Parking Authority: It is recommended that the award of Bid #2269 be made to Landscape West, Inc. in the amount of $7,500.00 per year, for the Parking Authority for a one-year period, as the lowest and best bidder.
