SUBJECT: Recommendation To Reject Bld No. 1808 and to authorize
City Manager to Negot1ate On The Open Market For Sale
of Nine Used Buses and Three Transportation Department
Used Vehicles.
Introductlon
ThlS report requests the City Council to reject Bid No. 180'8 for
sale of nine used buses and three vehlcles from the Transportatlon
Department and to authorize the City Manager to negot1ate on the
open market for the sale of the buses and vehicles In accordance
with the attached resolutlon.
Background
Bid No. 1808 for the sale of nlne buses and three used vehicles
was lssued and advertlzed in accordance with City Charter and
Municipal Code provislons. One bld was received for the buses
for $253.00 each. No blds were rece1ved on the other vehicles.
Two hundred and fifty-three dollars for each bus is less than the
estlmated junk value for these buses. Although the used bus
market 1S very soft at thlS tlme, lt is felt that staff will be
able to find purchasers on the open market for the buses and
vehlcles.

Recommendatlon
It 1S recommended that the Clty Council:
l. ReJect all blds recelved for Bid '# 1808 (Dreamliner Bus);
2. Walve further biddlng requirements and authorlze the City
Manager to negotiate the sale of the buses and vehlcles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA WAIVING FURTHER FORMAL BID PROCEDURE AND AUTHORIZING
DIRECT NEGOTIATION FOR THE SALE OF NINE USED BUSES AND THREE
USED VEHICLES FROM THE TRANSPORTATION.
WHEREAS, Formal Bid No. 1808 was advertised for the sale of
used and three used vehicles from the Transportation Department;
WHEREAS, the one response was totally inadequate to cover the
value of the used buses to the City ($253.00 each) ; and
WHEREAS, to further advertize for formal bids would cause
unnecessary expense and del ay and waul d be of no avai 1; and
WHEREAS. the Transportation Department has need of disposing
of the nine buses and three vehicles, .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1 All bids received in connection with Formal Bid
number 1808 are rejected. ...
SECTION 2 That formal bidding is hereby waived for the sale
of nine used buses and three used vehicles since further formal bid
procedures would be of no avail and would cause unnecessary expense
and delay.
SECTION 3 The City Manager is hereby authorized to negotiate
on the open market to execute a sale of nfne used buses and three
used vehicles from the Transportation Department.
SECTION 4 The Clty Clerk shall certify to the adoption of
this Resolution. and thenceforth and thereafter the same shall be in
fu 11 force and effect.
