BACKGROUND -- ThlS ordlnance was passed in emergency form by the Council as Item 8e at lts June 25, 1980 meetlng, contlnued from lts June 24, 1980 meetlng. As per standard procedures lt was also lntroduced In regular form as Item 8D at the same meetlng. The basic provislons are explalned in the Staff Report accompanYlng the lntroduction of the ordlnance. The changes made by the Council at the June 25, 1980 meetlng are as follows: L Sectlon 62004(5) is amended to include among the condltions for lssuance of a permlt that any change In the locatlon where the masseur 15 employed must be reported to the Pollce Department wlthln 48 hours of the change and that permittees must display a photo identlficatlon card lTI a prominent locatlon within the lrnmedlate work space. 2. Bectlon 62004(6) (e) lS aMended to deflne "quallfled persons" to prepare, glve, and grade the examination. 3. A new sectlon 4 has been added to the ordinance 6e amendlng Bectlon 62005(9) of the Code changlng the JUL 8 \980 r , ' 1 e e . . \ prohiblted hours of operatlon from between 12:00 A.M. and 8:00 A.M. to between 12:00 A.M. and 7:00 A.M. 4. The remainlng seetlons have been renumbered aceordlngly. RECOMMENDATION - It lS respectfully reeo~mended that the Counell adopt thlS ordlnanee amending the Clty'S ~assage parlor llcenslng law.
