Council Meeting: March 25, 1986 To: Mayor and City Council From: city Staff Subject: Rejection of Bids to Furnish and Install Water Mains, Fittings and Services at Various Locations and Authorization to Readvertise Specifying Different Materials Introduction This report requests the city council reject the bids to furnish and install water mains at various locations in the city of Santa Monica, using Asbestos Cement pipe, and to authorize staff to readvertise the project specifying the use of non-asbestos pipeline materials. . Background During the 1985-86 budget process, the City council appropriated funds in the amount of $1,695,000 (Project No. 671-920), to furnish and install water mains, fittings, and services at various locations in the City. Sites chosen by staff for main installation are: 9th Court - Wilshire Boulevard to Santa Monica Boulevard loth Court - Wilshire Boulevard to Arizona street 11th Court - Wilshire Boulevard to Santa Monica Boulevard 12th Court - Wilshire Boulevard to Santa Monica Boulevard Euclid Court - Wilshire Boulevard to Santa Monica Boulevard 14th Court - Wilshire Boulevard to Santa Monica Boulevard Fifth Street - Ocean Park Boulevard to Bay street . Pacific Avenue - Fourth Street to sixth street (p-C!e, - 1 - MAR 2 5 J98~ r ~ - . Hollister Avenue - Fourth street to sixth street . These mains are all more than forty years old and have reduced capacity due to extensive corrosion. A Notice Inviting Bids was published on January 3rd, 6th and 7th, 1986. Plans and Specifications were issued to ten contractors and nine construction services including six which advertise mainly to minority contractors. Four bids ''lere received and read publicly by the Deputy City Clerk on January 23, 1986. Bids received were: l. Bobco construction Company, Inc. $757,170.00* 2. Dorfman Construction company $821,710.00 3. P & J utility Company $886,570.00 4. Doty Brothers Equipment Company $902,950.00 . *Minority Contractor The low bidder has performed satisfactorily in Santa Monica on the FY 84-85 ~'Jater Main Replacement Project and is a minority contractor. All bids submitted were for the use of Asbestos-Cement (A/C) water pipe. In January, 1986, the u.s. Environmental Protection Agency (EPA) announced its intention to immediately ban the manufacture of asbestos in five product categories, including the manufacturing of AIC pipe because of the potential hazard posed to employees who are in engaged in the manufacturing process. As stated by EPA, the threat is due to the manufacturing workers being exposed to concentrated levels of asbestos for extended periods of time in the factory. Although there are no proven . heal th effects from the use of Ale Pipe and the field practices - 2 - .I~ . . employed by the city and its contractors reduce employee exposure . to Asbestos Fibers to essentially zero, the Staff recommends that AIC Pipe not be used on this project due to the extreme concern shown by the EPA and the media for all uses of Asbestos containing products. Budget/Financial Analysis Readvertising will result in higher costs for the project due ~o the higher material costs for non-A/C pipe and the increased higher labor costs required to install the heavier pipe. Recommendation It is recommended that the City Council: l. Reject the bids to furnish and install Water Mains, fittings and services at: . 9th Court - Wilshire Boulevard to Santa Monica Boulevard lOth Court - Wilshire Boulevard to Arizona Street 11th Court - Wilshire Boulevard to Santa Monica Boulevard 12th Court - Wilshire Boulevard to Santa Monica Boulevard Euclid Court - Wilshire Boulevard to Santa Monica Boulevard 14th Court - wilshire Boulevard to Santa Monica Boulevard Fifth street - Ocean Park Boulevard to Bay Street Pacific Avenue - Fourth Street to Sixth Street Hollister Avenue - Fourth Street to sixth Street. 2.
