SR-6-M (7) . ,;!?i5 ---00"5 . h --"1 CARS:BFM:JL:LS:srbid city Council Meeting: September 11, 1990 SEP 1 1 lSjO Santa Monica, California STAFF REPORT TO: Mayor and City Council FROM: City staff RECOMMENDATION TO AWARD BID TO PROVIDE COMPLETE LANDSCAPE MAINTENANCE AT ELEVEN (11) DESIGNATED CULTURAL AND RECREATION SERVICES SITES, BID #2305 SUBJECT: INTRODUCTION This report concerns award of bid to provide complete landscape maintenance at eleven (11) designated Cultural and Recreation Services sites for the Parks Division, at a specified monthly rate, including two one-year renewal options. BACKGROUND The City Council during budget workshops in June, 1990, directed staff to develop a plan to improve maintenance of the beaches and Palisades Park. Staff determined that subcontracting maintenance at nearly a dozen small, isolated park sites throughout the City would free up existing Parks crews to improve and upgrade maintenance of Palisades Park, the beaches and other large recreational areas. The deployment of city Parks crews and maintenance equipment at isolated and widely dispersed park locations has been an inefficient use of division resources given the time consuming task of moving crews and equipment from site to site. 6-"1 - 1 - SEP 1 1 19~D . . Maintenance of eleven (11) designated Parks Division sites throughout the City is included in the contract. In response to published Notices Inviting Bids (published July 31, 1990, and August 1, 1990) to provide complete landscape maintenance in accordance with city specifications, bids were received and publicly opened and read on August 14, 1990. Proposal forms were mailed to fourteen vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Two proposals were received as follows: Monthly Rate Landscape West, Inc. $15,500 Golden Bear Arborists, Inc. $15,850 staff has evaluated the low bid and finds that it meets City specifications. BUDGET/FINANCIAL IMPACT Fiscal Year 1990/91 appropriation authority for this purchase is in the Parks Division, CuI tural and Recreation Services Department, account number 01-400-511-00000-5501-00000. RECOMMENDATION It is recommended that the award of Bid #2305 be made to Landscape West, Inc., at the specified monthly rate, including two one-year renewal options, as the lowest and best bidder.
